THE MINUTES OF THE ANNUAL GENERAL MEETING OF DURLEY PARISH COUNCIL HELD ON TUESDAY 10th MAY, 2016 IN THE KEN STAINER SUITE AT DURLEY MEMORIAL HALL, DURLEY AT 7.30 p.m.

7 Parish Councillors, District Councillor Mclean, the Clerk (Mrs Anne Collins) and 2 parishioners were present.

1. ELECTION OF OFFICERS:

Chairman – Cllr Pitter proposed Cllr Charles. Cllr Farr seconded this proposal. All Councillors were in agreement and Cllr Charles was duly Elected.
Vice Chairman – Cllr Pitter proposed Cllr Watts. Cllr Delmege seconded this proposal. All Councillors were in agreement and Cllr Watts was duly Elected.
Hall Management Committee Chairman – Cllr Charles proposed Cllr Smith. Cllr Delmege seconded this proposal. All Councillors were in agreement and Cllr Smith was duly Elected.
Hall Management Committee Vice Chairman – Cllr Burton proposed Cllr Pitter. Cllr Farr seconded this proposal. All Councillors were in agreement and Cllr Pitter was duly Elected.
Highways Officer – Cllr Smith proposed Cllr Farr. Cllr Burton seconded this proposal. All Councillors were in agreement and Cllr Farr was duly Elected. Cllr Pitter will also continue to report on-line any pot holes he sees on his inspections around the village.
Footpaths Officer – Cllr Charles proposed Cllr Delmege. Cllr Watts seconded this proposal. All Councillors were in agreement and Cllr Delmege was duly Elected.
Recreation Ground Chairman – Cllr Charles proposed Cllr Watts. Cllr Farr seconded this proposal. All Councillors were in agreement and Cllr Watts was duly Elected.
Transport Representative – Cllr Charles proposed Cllr Pitter. Cllr Burton seconded this proposal. All Councillors were in agreement and Cllr Pitter was duly Elected.

2. Congratulate recently elected District Councillors. Clerk reported that DC Humby was re-elected as our District Councillor, along with DC Miller and DC Mclean. They have all been sent an Agenda for this Meeting and are welcome to attend.

3. APOLOGIES FOR ABSENCE: Apologies were given by CC/DC Humby as he has to be at a Meeting in London to represent HCC. DC Miller and Kirstie Baines also gave their apologies.

4. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. There were no Declarations of Interest declared.

5. THE MINUTES OF THE PREVIOUS MEETING HELD ON 12th APRIL, 2016 WERE READ, CONFIRMED AND SIGNED.

6. MATTERS ARISING:

(a) Report on Drainage Meeting with CC Humby and HCC Highways. Cllr Charles, Cllr Smith and the Clerk attended the Meeting with HCC Highways officers and CC Humby. It was a productive Meeting and it was felt that the best solution would be to put in land drains across the play area and green and take the water into the two drains along Gregory Lane. We can have a Contractor of our choice do carry out the work, but the actual connection to the drains would have to be carried out by an HCC Approved Contractor. Councillors agreed that Cllr Pitter and the Clerk would draw up a revised Specification to send out to potential Contractors. Clerk will ask Dave Rappini to cut the grass as it is getting long and the Queen’s 90th Birthday Celebrations are being held this Sunday on the Green.

(b) Flooding at Beech Corner – SSE Grant for pipe under road. As CC Humby is not at the Meeting there is no further update.

(c) School lay-by – work to commence on 31.5.16 for 2 weeks. There has been no further update. The School have not informed the residents as HCC are going to do this.

(d) Final preparations for Queen’s 90th Birthday celebrations in Durley. The celebrations have been advertised in the village and preparations are going well. It is hoped that Sunday 15th May will have good weather and that many residents will attend.

(e) Direction sign to the Thresher Room indicating where the Ladybirds Pre-School is, at Durley Memorial Hall. Cllr Burton showed Councillors a design of the sign. Councillors agreed that a sign could be erected in the hall car park at the junction of Parsonage Lane.

(f) Any issues raised at the Annual Parish Assembly which need attention. There was nothing to discuss from the Annual Meeting that is not already on the Agenda.

(g) Update on village website. Cllr Burton prior to this Meeting had sent Councillors a pro-type of what the website would look like. Councillors commented that Cllr Burton has done a brilliant job and there were no amendments. Cllr Burton will hopefully have the website ready in a couple of weeks’ time. Any alterations could be made at a later date if required. Cllr Charles thanked Cllr Burton for all the work he has put into getting the website up and running for the village.

(h) Cllr Charles and the Clerk attended a Southern Parishes Meeting on 9.5.16 and they reported that the new Chief Inspector and Sgt Stuart Gilmore were present to answer questions on policing in Hampshire. Fly tipping was a problem for all the villages represented.

7. COUNTY COUNCILLOR’S REPORT: CC Humby was not present at the Meeting to give a Report.

8. DISTRICT COUNCILLORS’ REPORTS: As this is a new Term of Office and District Councillors have only just been Elected there was a short Report by DC Mclean. DC Mclean asked if reports he sends could go into the Parish magazine. These reports will be sent to Helen Childs for inclusion. DC Mclean then went on to talk about the Bishops Waltham Recycling Centre, the state of the roads, fly tipping and visits by the Mayor for next year. Although Durley and Bishops Waltham have their Parish Council Meetings on the same evening it is hoped that the District Councillors will be able to attend both Meetings as DC Humby has done in the past.

9. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. There were no members of the public present who wished to raise any issues.

10. CORRESPONDENCE:

(a) Clerk’s Legal Update Training – Tuesday 14th June. Clerk will be attending this Training Event.

(b) Fly-tipping update in Greenwood Lane and further e-mails. Clerk has also reported fly-tipping in Netherhill again. Councillors agreed that when cameras are available we would like to use them to catch the fly-tipping offenders in Durley.

(c) Examination of the WDLP Part 2 – Draft Programme. Sent via e-mail. This was noted.

(d) Clerk informed Councillors that our Highways Officer – Darren Lewis is leaving HCC to join WCC. He will be replaced with a temporary Officer called Kali.

(c) An e-mail response was read out from Corrine Phillips, WCC about painting the double lines at Beech Corner and at the end of Manor Road the same time as the School scheme (their suggestion), her response was “As the layby has not been constructed yet, it is difficult to speculate what effect it will have on the traffic situation at school times and whether additional parking restrictions will be required by the school in conjunction with the layby. So far the County Council, who are commissioning the work have not requested parking restrictions in conjunction with the scheme”. Councillors agreed that as the request for double lines has been going on since 2004 we would ask CC Humby to take this case up. Cllr Watts pointed out that over the Bank Holiday weekend traffic was at a stand-still because cars parking outside of Beech Corner Garage stopped vehicles from flowing smoothly as there was a queue of traffic going to Quob Stables. Residents cannot see coming out of Stapleford Lane and Church Lane is very difficult. Cars are also still parking at the end of Manor Road near the crossroads.

11. SCHOOL REPORT: Kirstie was not able to attend the Meeting but informed the Clerk that the School lay-by is still on schedule to be done at the end of May during half term week.

12. NEIGHBOURHOOD WATCH REPORT: Next PACT Meeting 30.6.16 in Bishops Waltham at 7.00 p.m. to 8.30 p.m. Any parishioners are able to attend. Clerk has put up Notices on the village noticeboards. Clerk reported that PCSO Richard Nolan has now left the Police. We will not be getting a replacement at the moment, but the other PCSO’s will share responsibility for Richard’s duties.

13. HIGHWAYS REPORT: Cllr Farr reported that there is a drainage hole just before the bend at the Hall on the Durley Street side. Cllr Farr has reported this. Report by Cllr Delmege on Speeding Traffic in Durley. Cllr Charles thanked Cllr Delmege for preparing the Report and Councillors agreed that although we have tried in the past to get volunteers for a Community Speedwatch we would try again via the Parish Magazine Report. Clerk said that she has received new wheely bin stickers and wondered if the ones we had some years ago needed replacing. Councillors agreed that the Clerk will find out prices and perhaps some new stickers could be purchased for the residents who would like them, especially those living on the main road through Durley.

14. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques.

(a) Chairman and Clerk agreed and signed the Annual Governance Statement 2015-16 for the Annual Audit Return.

(b) Chairman and Clerk agreed and signed the Accounting Statements for 2015-16 for the Annual Audit Return.

15. HALL: Mircrophone for sound system. Cllr Smith purchased a microphone for the Hall, but it did not work when needed for the Quiz evening at the Hall. It was agreed that Cllr Pitter would purchase another microphone which would be more suitable. The taps have been replaced in kitchen and gents toilets, other maintenance work will be carried out when Cllr Charles is back from holiday.

16. RECREATION GROUND: Cllr Watts reported that DFC have one more game to play for this Season. The guttering will be put up tomorrow with the help of Peter. Clerk said that she had to evict some campers off the Recreation Ground on Sunday 8th May. Pictures were taken and they did leave within one hour as the Clerk requested.

17. PLANNING:

16/00696/FUL. Mr A Mulley. Demolition of existing shed next to Church and erection of a new shed in the Churchyard on a site away from the Church. Holy Cross Church, Church Lane, Durley. Councillors had no comments to make on this application. In fact they could not understand why a Planning Application was required at all.

16/00475/FUL. Mr S Mann and Ms Z Hemsley. Two storey and single storey side extension and roof terrace (se). Single storey side extension (nw). First floor rear extension (sw). Alterations to main roof to provide additional accommodation including side facing (se) dormer windows and raising of ridge height. Purbeck Cottage, Manor Road, Durley. GRANTED.

Cllr Farr reported a large building structure in the back of a property in Durley Brook Road which has been reported to the Enforcement Officer for investigation.

Response from WCC regarding Enforcement enquiry. Clerk read this out.

Report on Meeting with potential applicant for planning application in Durley. (26.4.16). General information was given to the applicant, but it was made clear that the Parish Council are not in a position to make a decision. Cllr Charles did explain to the potential applicant that Durley has no housing allocation in the Winchester Local Plan at the moment.
