THE MINUTES OF THE MONTHLY PARISH COUNCIL MEETING HELD ON TUESDAY 14th MARCH, 2017 IN THE KEN STAINER SUITE AT DURLEY MEMORIAL HALL, DURLEY AT 7.30 p.m.

6 Parish Councillors, County/District Councillor and the Clerk Mrs Anne Collins were present. Two PCSO’s attended the first part of the Meeting.

1. APOLOGIES FOR ABSENCE: Apologies were received from Cllr Farr, District
Councillor Mclean and District Councillor Miller.

2. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. There were no Declarations of Interest declared.

3. THE MINUTES OF THE PREVIOUS MEETING HELD ON 14TH FEBRUARY, 2017 WERE CONFIRMED AND SIGNED AS A TRUE AND CORRECT RECORD.

4. MATTERS ARISING:

(a) Drainage work at Beech Corner – pipe under the road has been completed and ditches have been dug out. Cllr Humby was thanked for all his work in getting this work carried out. It is now a matter of waiting to see how it works. The roadside edges have been reinstated along Snakemoor Lane whilst the road was closed. Clerk has asked HCC to reinstate some of the roadside edges in Durley Road as this was used for traffic during the road closure.

(b) Church Copse re-planting – CC Humby said that he has been following this up with George Hollingbery, but nothing has been forthcoming from the Forestry Commission and it is them that should be making sure that the replanting is carried out. CC Humby will ask if George will take this up and the Clerk will write to Roy Warren and update him.

(c) Double lines outside of Beech Corner – Photographs. As no further news has been received from WCC regarding these double lines Councillors agreed to take photographs and then it is hoped that these can be used along with the ones already taken. Cars parking outside of the Garage, especially at night are dangerous and one Councillor present said that she nearly had an accident when a vehicle decided to over-take not realising that vehicles were parked on the junction. Councillors are concerned that there will be a serious accident at this location.

(d) Southern Parishes Group – Agree Constitution. Councillors discussed a Draft Constitution and agreed with the content, but would prefer that the Chairman was elected by the Group every 6 months/yearly so that this Office was shared with parishes rather than just Bishops Waltham.

(e) Maintenance of The Sawmills – 2017/18. Clerk reported that she has asked the present Contractor and he is willing to carry out the work, but he has to make an increase of £200 due to fuel and disposal costs. Councillors agreed that Shawn Read has made a good job of the maintenance work over the year and they would like him to continue. The price agreed will be £1,650 for 2017 and for 2018 and 2019 if we wish to have him for the next three years. Councillors were happy with this and Clerk will write to Shawn. It was also agreed that the buffer area behind the houses should be checked for any encroachment and the new shrub area by Gregory Lane will be included now that we have taken over ownership.

5. COUNTY COUNCILLOR’S REPORT: CC Humby reported that the drainage has been
carried out at Beech Corner and now it is a matter of waiting to see what happens when we have heavy rain. He has been involved in the School Travel Plan and has met with the Headteacher and School Governors to discuss ways of making the road safer e.g. speed of vehicles, a crossing etc. He has asked that the School inform the Parish Council as support will be needed from the Parish Council. CC Humby explained about the work he is carrying out with the National Infrastructure Commissioner who deals with major roads in the country. 3 roads in Hampshire are dangerous and will hopefully have improvements made within the next 4 – 5 years. Fly tipping has gone down in Hampshire. CC Humby was asked about the Traffic Survey which was being carried out in Hampshire. There have been no results available yet, but CC Humby is chasing for them.

6. DISTRICT COUNCILLORS’ REPORTS: DC Humby, DC Mclean and DC Miller. DC Mclean was not at the Meeting but gave the Clerk a verbal Report. He said that he has visited Durley and taken the new Chief Executive of WCC around Durley visiting the roads works at Beech Corner, the main road through Durley and the Clerk’s Office. DC Mclean said that WCC are working with Vanguard on planning issues and the Mayoral duties are continuing to develop. He also sent his apologies for the Annual Parish Meeting as he will be on holiday.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. There were no members of the public present so no issues were raised.

8. CORRESPONDENCE:

(a) Donation request from The Olive Branch Service. Councillors agreed that they
would not be able to make a donation this year.

(b) Gang mowing for 2017 at Recreation Ground. Councillors agreed to carry on
with OCS for 2017/18 year as the gang mowing at the Recreation Ground has improved.

(c) E-mail complaints regarding parking at The Sawmills. Clerk read out e-mails
regarding parking in The Sawmills by workers using the Office Units. Now that the road has been adopted by HCC, Clerk has asked for the line markings at the sides of the road, and signs to be put up to show who has right of way. Clerk has received a response from Andy Smith (HCC Highways) and he is checking details with colleagues at WCC and the Adoptions Team. He will then get back to the Clerk. It is hoped that this can be sorted fairly swiftly as residents and Parish Councillors have been waiting years for the road to be adopted by HCC.

(d) Support for BW-Curdridge Bridleway Project coming through Durley. Cllr Watts
and the Clerk have been attending the Meetings to discuss this Project and showed Councillors the proposed route of the Bridleway. Councillors agreed in principle with the Project, but as it would have little impact or benefit for Durley residents they would not be able to commit any finance for the Project at the present time.

(e) WCC Parish Connect – March, 2017. Sent via e-mail and noted.

(f) A letter of thanks was received from CAB thanking us for the recent donation.

9. SCHOOL REPORT: There was no Report available.

10. NEIGHBOURHOOD WATCH REPORT: – Cllr Watts reported that some vehicle number plates were being tampered with or stolen.

11. HIGHWAYS REPORT: Cllr Pitter reported that he will be going round the village
reporting any pot holes which need repairing. Mincingfield Lane has been closed whilst ditching work has been carried out. Road signs and lines in The Sawmills – this was dealt with in 8(c) above. Response to request for updated “unsuitable for HGV” signs. Clerk received an unsatisfactory response from HCC so CC Humby offered to follow this up. Clerk will send CC Humby an e-mail stating that we do not want new signs, but updated ones with the red line through the middle. After a recent road closure a resident has asked if Durley Road could be for “Access only” as it is so narrow. Councillors agreed that this road is no different to many other lanes in Durley and it would set a precedent, also it could not be enforced. The recent problem in Durley Road was made worse because of the recent road closure. The pot hole in Durley Street has been reported again – this needs to be filled permanently as it gets filled with water and then washes straight out again. The road is breaking up in Sciviers Lane, but this will be reinstated once building work has been completed in Torbay Farm.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques. Councillors agreed the salary increase for the Clerk as per the National Salary Award 2016 – 2018. The increase is for £2.13 per week from 1.4.17.

13. HALL: Grants successful for Hall tables and trollies. CC Grant has been received for £545 and CC Humby was thanked for his support. A WCC small Grant was also successful for £350. Clerk reported that John, the Caretaker is hopefully going to return to work soon, after his recent sickness. Cllr Smith asked if the guttering outside of the former Post Office room could be repaired. Cllr Charles will do this. 2 trees have been taken down in the car park as they were dead. Cllr Smith reported that the textile bins are working well and are emptied 3 times a week.

14. RECREATION GROUND: Cllr Watts said that there was nothing to report at the Recreation Ground.

15. PLANNING:

16/03459/HOU. Mr and Mrs Kurn. Two storey side and rear extensions with attached double garage (as previously permitted 12/00617/FUL). Peach Cottage, Durley Street, Durley. GRANTED.

17/00180/HOU. Mr Young. Erection of two storey side extension, single storey side extension, new front porch, raise existing roof with new dormers and remodelling of fenestration and two storey rear extension. The Bungalow, Netherhill, Botley. Councillors agreed that if approved, this property would be a loss of an affordable dwelling in the countryside. It was also felt that this size would have an impact on the surrounding countryside and was considered to be an over-development of the original plot. The street scene in Netherhill would be compromised with such a large dwelling – if approved.

A Meeting has been arranged with Cllr Horrill (Leader of WCC), Laura Taylor (Chief Executive of WCC), Parish Councils and District Councillors on 29th March in Durley. 3 representatives are able to attend from Durley and Cllr Chalres, Cllr Watts and Cllr Pitter will be attending, along with the Clerk. The Meeting has been arranged by Upham Parish Council to enable the Leader and Chief Executive of WCC to discuss with local parishes what they are doing to lessen the impact on neighbouring parishes in the Winchester District with regard to the EBC Local Plan. It will also be an opportunity for Parish Councils to discuss their concerns about the impact these plans will have on their communities.

16. Councillors were reminded that the next Meeting will be the Annual Parish Assembly
on Tuesday 4th April, 2017 commencing at 8.00 p.m. The Monthly Parish Council Meeting will be at 6.30 p.m.

17. THERE BEING NO FURTHER BUSINESS THE CHAIRMAN DECLARED THE
MEETING CLOSED AT 9.15 p.m.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 14th March, 2017 in the Ken Stainer Suite at Durley Memorial Hall. 6 Parish Councillors, County/District Councillor Humby, and the Clerk – Mrs Anne Collins were present. 2 PCSO’s also attended the first part of the Meeting.

Apologies were received from Cllr Farr, District Councillor Miller and District Councillor Mclean.

Councillors were pleased that the pipe under Durley Brook Road has now been installed. The ditches have also been dug out deep to try and take the water when we have a heavy rainfall. The patching work in Snakemoor Lane was carried out whilst the road was closed. The flooding situation will be kept monitored, but it is hoped that this work will ease the problem. CC Humby was thanked for all his work in getting this work carried out.

The re-planting at Church Copse, Greenwood Lane is still being investigated by CC Humby and George Hollingbery MP as no response has been received as to when the re-planting will take place. It is the responsibility of the Forestry Commission so they will be contacted again for a response.

Vehicles parking outside of the Garage at Beech Corner are still causing safety issues and Councillors are receiving reports of near accidents and hope that double yellow lines will be placed at this junction soon before there is a serious accident.

Councillors discussed the Draft Constitution for the Southern Parishes Group and the Chairman and Clerk will take comments to the next Meeting.

The gang mowing for the Recreation Ground for 2017 was agreed along with the continued maintenance of The Sawmills.

Clerk read out e-mails which have been received about the inconsiderate parking at The Sawmills. This is a real problem as it often means that residents cannot get out of their driveways or park near to their properties. Now that the road has been adopted by HCC the Clerk has asked HCC to send plans of where they are proposing to put lines on the road and any signs. It is hoped that once these measures are in place the situation can be kept monitored.

Cllr Watts said that there was not much to report on Neighbourhood Watch, apart from reports of vehicle number plates being tampered with, or stolen, and various scams that are going around.

Cllr Pitter gave a Highways Report and said that he is going to have a tour round the village and report any pot holes that he sees. There is one particular hole that keeps appearing along Durley Street. Each time it is repaired it washes out again. Mincingfield Lane has had ditches reinstated and it is hoped that marker posts will be placed alongside the ditch to stop vehicles from pushing them back in again. Parts of Sciviers Lane are in need of repair, but this will be carried out when the building work is completed at Torbay Farm.

The Clerk reported that a County Councillor Grant was successful to purchase a trolley and some tables for the Hall. Cllr Humby was thanked for his support. WCC also gave a Grant from the Small Grants Scheme for some tables. This was also appreciated. These tables will be easier for hirers to put up and down and the trolley will be used for storage and to take the tables around the Hall.

Councillors were reminded that the Annual Parish Assembly will be held on Tuesday 4th April at 8.00 p.m. in the main Hall.

7 Parish Councillors, District Councillor Mclean, the Clerk Mrs Anne Collins, PC Chatwin, PCSO Slater and 3 parishioners were in attendance. Kirstie Baines was present to represent the School.

1. APOLOGIES FOR ABSENCE: Apologies were sent from CC/DC Humby and DC Miller.

2. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. Cllr Watts declared an Interest in item 15 (16/03459/HOU). Cllr Delmege declared an Interest in Item 8(c) as he is a Trustee of the CAB.

3. THE MINUTES OF THE MEETINGS HELD ON 10th JANUARY, 2017 AND 19th JANUARY, 2017 WERE SIGNED AS A TRUE AND CORRECT RECORD OF THE MEETINGS.

4. MATTERS ARISING:

(a) Drainage work in The Sawmills has been postponed to March/April. Clerk reported that this has been put off until the weather is better.

(b) Flooding at Beech Corner and outside of School – Update from CC Humby. The work is due to commence on 20th January to put the pipe under the road. There is a Road Closure Notice in place. Clerk has asked HCC Highways if they will reinstate the sides of Snakemoor Lane whilst the road is closed. EBC have also been asked if they will carry out a litter pick whilst it is safer.

(c) Church Copse re-planting – No update was available.

(d) Double lines outside of Beech Corner – Photographs. No update.

(e) Parish Plan Meeting Report – 8.2.17. Cllr Charles reported that no residents took up the offer of an allotment in Albany Road, BW despite the Group making a site visit and there were spare plots available. The Group are looking into the possibility of planting fruit trees for a Community Orchard as this was popular amongst some residents. Also, an Apple Day might be held as there is a lot of fruit grown in the village which is not picked. Village gateway signs are moving forward and it is hoped that at the next Meeting a decision will be made. As only 2 parishioners attended the Carnival Meeting with the Parish Plan Team it was decided that this would not go ahead this year, but could be looked at again in the future.

(f) Southern Parishes Meeting (23.1.17) – Cllr Charles/Clerk to report. CC Humby attended this Meeting and spoke about fly-tipping, the Botley By-pass and EBC planning. A Constitution will also be agreed so that the Group can respond on behalf of all the parishes.

(g) Planning Seminar (25.1.17) – Cllr Charles/Clerk to report. This one day Seminar was organised to inform Parish Councils how to negotiate with developers if and when a development is proposed in your village. Cllr Charles and the Clerk felt that the Seminar was interesting, but was really aimed at places where there was significant development. The memory stick will be passed round to those Councillors who wish to view the content.

(h) Media Training (26.1.17) – Clerk reported that this training was really about the problems with social media for Parish Councils. Facebook appears to cause many issues – especially when Councillors/Clerk puts out information which is not appropriate.

5. COUNTY COUNCILLOR’S REPORT: No Report was available.

6. DISTRICT COUNCILLORS’ REPORTS: DC Mclean gave a Report informing Councillors of the new Officers of Committees at WCC. The Winchester Local Plan has been adopted and the Inspector has found it sound. Fly-tipping prosecutions were welcomed by Councillors and DC Mclean mentioned the latest offenders to receive fines. Apprenticeships are available on the WCC website. The Development Plan for Gypsy and Traveller Sites is progressing. DC Mclean said that he has spoken to the owner of the vehicle which is parked the wrong way round at Beech Corner and is causing concern. He also offered information about village gateways.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. Members of the public present were at the Meeting to hear about Item 8(e) on the Agenda.

8. CORRESPONDENCE:

(a) Letter from Home Start Meon Valley asking for a donation. Councillors agreed that a donation would not be made on this occasion.

(b) Deed of Dedication – Adoption Certificate for The Sawmills, Durley. Councillors were pleased that the Adoption Certificate has now been agreed. Clerk will now ask for the road markings to be put on the road by HCC Highways.

(c) Request for Grant for CAB. Councillors agreed that a Grant of £150 would be made as this service is used by Durley residents. Cllr Charles made a proposal and this was seconded by Cllr Pitter. All Councillors were in agreement.

(d) WDLP Part 2 – Inspectors Report and Adoption. Sent via e-mail. This was noted.

(e) Licence Application for Music Festival – Mr G Rappini and two representatives from Pulse were at the Meeting to inform Councillors about an Event which would need a larger Licence that the one already approved for land at Berkeley Farm, Durley Street. Councillors agreed that they would support the Licence this year and review in the future. The organisers agreed that it will be a family event with no fireworks. Residents will be notified of the Event.

(f) Maintenance of Sawmills for 2017/18. It was agreed that as Shawn Read has made a good job this year we would like him to continue provided his price is unchanged or with a modest increase.

(g) Parish Lengthsman Scheme for 2017-18. Clerk has indicated that we would like to participate again. It is hoped that the Scheme will run again in 2017/18.

(h) Appointment of Parish Council Representatives on the City Council’s Standards Committee. If any Councillor wishes to apply they can do so via the WCC website.

9. SCHOOL REPORT: Kirstie was at the Meeting to discuss the Planning Application below which was of concern to the School. Application Number 16/03390/PNACOU.

10. NEIGHBOURHOOD WATCH REPORT: – PC Chatwin and PCSO Slater gave the Police Report and gave statistics for the past 2 years. The parking outside of Beech Corner Garage and the School are still problems which need the Police to monitor. Cllr Watts asked if they could also monitor the regular parking in the bus lay-bys. The Police offered to patrol at School times and perhaps put Notices on the vehicles. There have been some break-ins within the last couple of months – gates and a trailer have been stolen from properties in Durley. PCSO Slater will visit Lunch Club to speak about scams.

11. HIGHWAYS REPORT: Cllr Pitter will report the large pot holes which keep appearing in Durley Street.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques. Clerk said that she might have to make a transfer from the Lloyds Account to the Current Account as some larger bills have been paid and the vat refund has not come in yet. Cllr Watts and the Clerk will visit Lloyds and sign the transfer forms.

13. HALL: Tiling in Hall foyer and kitchen has been completed. Problem with cctv and freezer being switched off during a booking on 14.1.17. Lunch Club lost all the contents of the freezer which was valued at around £100. Councillors agreed that this was unfortunate and Lunch Club are going to hold a Meeting to see if they need a freezer at the Hall. Purchase small tables for Hall – Clerk has applied for a CC Grant towards some of the cost of the tables, and a small Grant towards the trolley to hold them in. Some elderly hirers find the tables difficult or impossible to move so these new ones will be lighter, and easier to store. The Caretaker is still off sick at the moment, and will find the lighter tables better when he returns to work. Once the Grant applications are heard the Clerk will place an order.

14. RECREATION GROUND: Cllr Watts reported that everything was running smoothly.

15. PLANNING:

16/03459/HOU. Mr and Mrs Kurn. Two storey side and rear extensions with attached double garage (as previously permitted 12/00617/FUL). Peach Cottage, Durley Street, Durley. Councillors agreed that an Objection would be made as the proposed dwelling would be too large for the original plot size. The timber stable which was permitted has still not been completed yet, or in the materials proposed. We would like to see all outstanding enforcement issues concerning this property resolved and one container removed from the site as there is only permission we believe for one not two. It also appears that the garage has been built on equestrian land and not on the building plot. Councillors also question why this application has lapsed twice before.

16/03390/PNACOU. Mr Brewer. Change of use of three existing agricultural buildings to dwellings. Durley Brook Farm, Durley Brook Road, Durley. Councillors agreed that an Objection would be made on the grounds of flooding, safety and highways. Clerk will outline the reasons for objecting on these grounds and send Councillors of copy of the summary. A copy of the Objection will also be sent to our District Councillors in the hope that they will support the Parish Council and School in objecting.

16/03250/FUL. Mr Leech. Change of use from agricultural land to garden and the construction of a new vehicular access to Durley Hall Farm. Durley Oaks, Durley Hall Lane, Durley. Councillors agreed that no comments would be made on this application.

17/00003/REF. Mr Maskell. Appeal against WCC for Change of use of land from orchard to residential curtilage (Certificate of Lawfulness). Belmore Cottages, Manor Road, Durley. This is for information only.

16/03083/HOU. Mr Hammal. Convert former dairy building to granny annexe. Channels Farm, Gregory Lane, Durley. GRANTED.

16/03209/FUL. Mrs Gregory. Conversion of existing agricultural barn to dwelling. Findens Farm, Kyes Lane, Durley. Councillors had no comments to make on this application.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 14th February, 2017 in the Ken Stainer Suite at Durley Memorial Hall. 7 Parish Councillors, District Councillor David Mclean, the Clerk – Mrs Anne Collins, Kirstie Baines (Headteacher), PC Chatwin, PCSO Slater and 3 parishioners were present.

Apologies were received from County Councillor/District Councillor Humby and District Councillor Miller.

Clerk reported that the play area in The Sawmills is still too wet to carry out the drainage work so the Contractor will commence the work in March/April time when the ground is drier.

Councillors were pleased that the pipe under Durley Brook Road connecting the ditches is going to be installed shortly. The Road Closure Notices have been put up and a diversion will be in place. Buses will not be going through the village so residents will need to phone the Bus Company or HCC for bus diversions. Clerk has asked HCC Highways if the reinstatement of the sides of the road in Snakemoor Lane can be carried out whilst the road is closed, she has also asked EBC if they will carry out a litter pick during this time as it would be a lot safer.

A Report was given to Councillors on the recent Parish Plan Meeting. Apart from members of the Parish Plan Team there were only 2 residents attending the Carnival Meeting held recently so it has been agreed that a Carnival will not be able to go ahead this year. If there are ideas for other village events/activities then residents can make suggestions to the Parish Plan Team via the village website. Allotments have been offered to those residents who wished to have an allotment in Albany Road, Bishops Waltham, which is ideal as they are right on the boundary of Durley parish and have great facilities. The Parish Plan Team visited these allotments and BW are only took happy for Durley residents to use them as they do have un-used allotments available. At the present time no Durley residents have made enquiries to BW. A village Apple Picking Day might be arranged as there is fruit grown in the village which is not picked. A Community Orchard will also be looked at. The Good Neighbours Group is working well and has many volunteers to help those who need a hand in the village. The Village gateway signs are moving forward.

Cllr Charles and the Clerk attended a Southern Parishes Meeting. CC Humby spoke at the Meeting about fly-tipping, the Botley By-pass and Eastleigh Borough Council planning. The Group is also in the process of agreeing a Constitution so that they can respond on various issues affecting the southern parishes.

A Planning Seminar was attended by the Chairman and Clerk to see how to negotiate with developers when there is a development proposal in the village. The Seminar was interesting but as Durley is not allocated any development at the moment the information gained will not be used at the moment.

DC Mclean gave a District Councillors’ Report. He informed Councillors of the new Officers appointed at WCC and said that the Winchester Local Plan has now been adopted and the Inspector found it to be sound. Fly-tipping prosecutions have been taking place and it is hoped that this will reduce the offending rate. DC Mclean reported that there are 20 Apprenticeships available which are on the WCC website if anyone would like to apply. The Development Plan for the Gypsy and Traveller Sites in Winchester is progressing.

A Deed of Dedication – Adoption Certificate has been received for The Sawmills. Clerk will now see if the road markings can be progressed by HCC.

A Licence Application for a Charity Event on the first weekend of September was discussed with the applicant/organiser and Parish Councillors. The organisers said that this will be a family event and with no fireworks. It is to raise money for the Heart Ward at Southampton General Hospital. The noise levels will be monitored and previous events have been organised in other areas very well. Parish Councillors agreed to support the Licence this year and then review after the event for future years if a request is made in the future.

Councillors agreed to apply for the HCC Parish Lengthsman Scheme again for the 2017-18 year as it has worked well this year.

PC Chatwin and PCSO Slater gave a Police Report stating statistics for the year. Durley is a low crime rate area. Parking at junctions and speeding are the main problems for Durley. The Police will monitor the parking at Beech Corner Garage and the School areas. PCSO Slater will visit Lunch Club to discuss with members the latest scams that are in operation.

Cllr Pitter has reported any pot holes which have appeared in Durley and will keep them monitored. The two large ones in Durley Street will be reported again as they come out every time they are filled.

The Clerk gave a Financial Report for February.

The tiling of the Hall kitchen and foyer has now been completed. Councillors were pleased with the result and it certainly brightens up the Hall entrance. It is hoped that small folding tables can be purchased with a Grant from WCC. These will be easier for hirers to put up and take down.

A Planning Application for permitted development at Durley Brook Farm to convert 3 agricultural buildings into dwellings was discussed. Councillors felt that an Objection should be made to WCC on the grounds of safety, flooding and highways. Kirstie Baines was present and expressed the concern of the Primary School. It is hoped that Planning Officers will see that this is a unique case as the only way to enter these 3 new dwellings would be via the School track and the safety of our young children should be a high priority.

THE MINUTES OF THE MONTHLY PARISH COUNCIL MEETING HELD ON TUESDAY 10th JANUARY, 2017 IN THE KEN STAINER SUITE AT DURLEY MEMORIAL HALL, DURLEY AT 7.30 p.m.

6 Parish Councillors, County/District Councillor Humby, District Councillor Mclean and the Clerk – Mrs Anne Collins were present.

1. APOLOGIES FOR ABSENCE: Apologies were received from Cllr Farr and DC Miller.

2. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. There were no Declarations declared. Co-option of Parish Councillor – signing of Declaration Forms. Cllr Charles proposed Vivien Bartlett as our new Parish Councillor. Cllr Watts seconded this proposal. All Councillors present were in agreement and Cllr Bartlett signed the appropriate Declaration Forms. Clerk will write to the 2 unsuccessful candidates who applied. Councillors welcomed Cllr Bartlett to the Meeting.

3. THE MINUTES OF THE PREVIOUS MEETING HELD ON 13th DECEMBER, 2016 WERE READ, CONFIRMED AND SIGNED.

4. MATTERS ARISING:

(a) Drainage work in The Sawmills commencing on Monday 9th January. The work was delayed because of wet weather, it is hoped that it will start later this week.

(b) Flooding at Beech Corner and outside of School – Update from CC Humby. CC Humby said that he has asked for the work to put in the pipe under the road to be done as a priority and completed by the end of this financial year. Cllr Delmege said that the ditches which have been dug out are already full without not much rainfall. The ditches on the other side of the road are dry so CC Humby will ask if an Officer can come out and see if the ditches are blocked under the road as this will cause problems when it rains.

(c) Fly-tipping in Durley reported to WCC and prosecution by WCC. Councillors were pleased that there has been a prosecution for fly-tipping in Durley. Clerk still reports regularly on fly-tipping around our lanes.

(d) Hedge/mirrors in Parsonage Lane. Clerk reported that HCC Highways have spoken to the owner of the mirrors and informed him that they are illegal. HCC are going to try and track down the owner of the hedge and ask them if they would be willing to cut it down to get better sightlines. If the owner is not co-operative then smaller, less intrusive mirrors will be suggested. As a last resort legal action might be taken.

(e) Report on BW Bridleway Project (15.12.16) – Clerk reported that the boardwalk over the wet part of footpath 9 is progressing and it is hoped that the funding will be put in place by HCC rather than DPC apply for a Grant. HCC can then purchase the wood required, and then volunteers carry out the work.

(f) Church Copse re-planting – Update from CC Humby. CC Humby reported that the fly-tipping in the Copse has been checked by Officers and has not increased. However, there is still no news on when the new trees will be planted. CC Humby will still keep making enquiries.

(g) Double lines outside of Beech Corner – Photographs and e-mail. Clerk read out an e-mail from DC Miller from Simon Finch saying that WCC intend to include Durley in the TRO Programme for 2017-18. Clerk also read out an e-mail from a driver who travels through the village saying that the vehicles parking outside of Beech Corner Garage are dangerous, especially in the dark. DC Mclean has spoken to the Garage owner about parking issues and it appears that the vehicle which is parked at night the wrong way round is from the house not the Garage. It is hoped that once the double lines are put down no parking will occur on this junction. Councillors will need to investigate how to enforce this.

(h) Faster Broadband in Durley – CC Humby explained about the progress of the Broadband Rollout Programme. The speeds in Durley have got better over the last few months.

5. COUNTY COUNCILLOR’S REPORT: CC Humby reported that he is involved in the County’s Budget for the forthcoming years. He said that savings need to be made and it is not possible to cut some services any more than they already have been cut, so alternative ways of raising funds are needed. The Rural Forum is working well and he suggested that we contact Amanda Hill for a link to the DCLG information which has been available. CC Humby has also contacted Glen Peacy about the rural broadband services. A Meeting has been held with CC Humby, Kirstie Baines and Holly Wood at Durley Primary School to discuss how the new parking arrangements are working. Phase 1 is now completed, but Phase 2 still has work to be carried out, especially cross the track. CC Humby then spoke about the setting of up an Economic Development Group and a Cabinet Away Day.

6. DISTRICT COUNCILLORS’ REPORTS: DC Humby, DC Mclean and DC Miller. DC Mclean gave a District Councillor Report saying that he had attended a Budget Briefing to discuss the budgets for the future at WCC. This year they have broken even, but in future years there will be a deficit and savings will need to be made, or income generated. There has been a new Chief Executive appointed and DC Mclean has asked if she will come to visit BW and Durley, along with other Parish Councils to see how the parishes work.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. There were no members of the public present.

8. CORRESPONDENCE:

(a) Priority Cutting List for 2017 on Durley footpaths. Councillors agreed that Cllr Delmege would view the list given last year and amend if necessary. If there were no amendments then the previous list would be sent in again. Cllr Smith said that a footpath in Gregory Lane was impassable due to work carried out by Southern Water. Cllr Delmege will check the path and SW will be asked to reinstate it if it is not in a satisfactory condition for walking.

(b) Textile bin in Durley offer. Clerk read out an e-mail asking if we would like another textile bin at the Memorial Hall to raise funds for the Hall and also Breast Cancer. Councillors agreed that there would be room for a further textile bin as the bin already sited is often getting full and is well used. Clerk will respond asking for a further bin to be sited.

(c) Clerk has received an e-mail stating that Gregory Lane will be closed for 1 day to have some ditch clearance work and grip cutting carried out.

9. SCHOOL REPORT: No School Report was available.

10. NEIGHBOURHOOD WATCH REPORT: – Cllr Watts reported that she is now the main Co-ordinator for Durley and various circulars and information is sent to her with a copy to the Clerk. Some of the information received will be sent to Andy for inclusion on the village website so that residents can access it for information.

11. HIGHWAYS REPORT: Cllr Pitter infomed Councillors that the main problem is the verges which are collapsing. He is in the process of taking photographs of the areas which need reinstating.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques. Clerk will obtain necessary forms to change over the Bank Signatories to delete Andy Burton and add on Vivien Bartlett.

13. HALL: Tiling of Hall foyer and kitchen area will commence on 16th January. Arrangements have been made for the Hall hirers to enter via the former Post Office Room door and use the toilet facilities back stage. The work should take about 10 days to complete. The Christmas decorations have been taken down.

14. RECREATION GROUND: Cllr Watts reported that the main problem is litter and people using the bin to put their own personal rubbish in.

Field adjacent Berkeley Farm, Durley Street, Durley. This application was received after the Agenda had been sent out so Councillors agreed that a separate Public Meeting should be held as the Clerk had received many telephone calls and e-mail from residents about this Application. It was agreed that the main Hall in Durley Memorial Hall would be used and the date was confirmed as Thursday 19th January, 2017 at 7.30 p.m. Ian Donohue (Planning Consultant) will be asked to attend as he represented us on a previous Application. CC Humby and DC Mclean will also attend the Meeting.

16/02860/FUL. Mr and Mrs Biggs. Conversion of an existing workshop building into two self-contained holiday lets, including the setting out of a curtilage to provide garden and parking area on surrounding land for each unit. Lower Farm, Parsonage Lane, Durley. GRANTED.

Cllr Watts said that there is a further 50 houses given approval in Madoxford Lane.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 10th January, 2017 in the Ken Stainer Suite at Durley Memorial Hall. 6 Parish Councillors, County/District Councillor Rob Humby, District Councillor David Mclean and the Clerk – Mrs Anne Collins, were present.

Apologies were received from Cllr Farr and District Councillor Miller.

Cllr Charles welcomed a newly appointed Parish Councillor to her first Meeting. Cllr Vivien Bartlett was successful in securing this position and was introduced to other members of the Council. Councillors were pleased that there were 3 candidates who put their names forward to be considered for the vacancy left by Andy Burton. The Clerk has informed the 2 unsuccessful applicants.

Unfortunately the drainage in The Sawmills Play Area was not completed before the end of 2016 due to unforseen circumstances. If the weather is acceptable then work will commence on 16th January. The Play Area will be closed whilst work is underway.

The ditches will be checked in Stapleford Lane to see that they are working correctly. The pipe under the main road will be installed before the end of this financial year. CC Humby has asked for this work to be prioritised.

Councillors were pleased that a fly tipping prosecution has been successful for rubbish that was dumped in Netherhill, Durley. Clerk still reports regularly on fly tipping in Durley to WCC.

Progress has been made on getting double yellow lines put on the road outside of Beech Corner Garage on the junction and at the end of Manor Road to stop vehicles from parking on these junctions. We have been informed that Durley has been put on the Traffic Regulation Programme for 2017-18.

CC Humby gave a report informing Councillors that he has been involved in the County’s Budget setting for the forthcoming years. The footpaths which need to be put on the Priority Cutting List for 2017 are required and Cllr Delmege along with the Parish Lengthsman and Clerk will put in a request to HCC.

There is an offer for a further textile bin to be sited next to the existing textile bin, which Councillors discussed. It was agreed that the present bin is well used so a further one will be installed. The new bin will be for Breast Cancer Charity and a donation will be made to the Memorial Hall.

Cllr Watts gave a Neighbourhood Watch Report and gave Councillors information on the latest scams to hit the internet. Some of these will be put onto the village website for information to residents.

Cllr Pitter said that most of the pot holes in Durley have now been repaired, but there are many roadside edges which need reinstating. He will take photographs of the verges and send a report to HCC for action to be taken.

The Hall foyer and kitchen floor re-tiling will commence on Monday 16th January and will hopefully take about 10 days to complete. Hall hirers have been informed that there might be some disruption whilst their bookings are in operation.

Cllr Watts reported that everything is running satisfactory at the Recreation Ground apart from the litter which is being dropped in the Ground and Car Park. Bin bags full of rubbish are being put into the general bin in the car park which then cannot be used for Recreation Ground use as it is full up. This is a concern as the Parish Council pays for this bin and then it is not able to be used for who it was intended.

Clerk informed Councillors that she has just received a Planning Application for a 4 pitch gypsy and traveller caravan site in Durley Street. As there is a lot of interest in this Application a Public Meeting has been arranged for Thursday 19th January, 2017 at 7.30 p.m. in Durley Memorial Hall.
