Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 11th October, 2016 in the Ken Stainer Suite at Durley Memorial Hall. 5 Parish Councillors, the Clerk – Mrs Anne Collins and 5 parishioners were present. There was also two representatives from Regal Homes to show Councillors proposals for a development in Durley Street.

Apologies were received from Cllr Smith and Cllr Delmege. County Councillor/District Councillor Humby, District Councillor Miller and District Councillor Mclean also sent their apologies as they were attending a Meeting in Winchester.

Cllr Pitter and the Clerk had met with a drainage company and Councillors discussed and agreed the quotation given. It is hoped that work will start on putting in land drains in the Play Area at The Sawmills before the winter. The Play Area will be closed whilst the work is carried out – hopefully this will take a week.

CC Humby was not at the Meeting to give an update of the flooding situation at Beech Corner. Residents attending are getting very frustrated at not being informed of what work is being done and when. Although they are grateful that the ditch has been dug out – it does not lead anywhere and the pipe under the main road has not been put in yet. Winter is quickly approaching and residents in this area of Durley are getting very anxious about where the water will go. Clerk will try and arrange a Meeting with HCC Highways, CC Humby, Councillors and residents to try and work together to resolve this issue.

Fly-tipping signs will be put up around Durley in various hot spots to try and deter anyone from tipping in Durley.

Concern is still being expressed about the amount of lorries travelling through Durley. Clerk has received a response from the Torbay Farm developer stating that their lorries do not travel down Sciviers Lane from the Durley end. If the problem continues then we will need to see where the lorries are going.

Residents attending the Meeting were there to discuss the flooding at Beech Corner and the re-planting of trees in Church Copse. Residents were not happy that no response has been received from an enquiry to CC Humby about the reinstatement of the trees felled in Church Copse, which was requested by the Forestery Commission. Residents were also concerned about the vehicles parking at the end of Stapleford Lane outside of Beech Corner Garage. It makes it very dangerous coming out of Stapleford Lane and Church Lane. Clerk said that double lines were requested many years ago and were going through the legal system. Many requests have been made over the last 10 years, but still no lines have been installed. Residents and Councillors agreed that there will be a serious accident at this staggered junction as there are no sight-lines when vehicles are parked outside of the Garage. Cllr Charles assured residents that the Parish Council will do all it can to try and get these doubles lines to stop parking outside of the Garage.

The Consultation Paper on 2017/18 Local Government Finance Settlement was discussed and a response was agreed.

The Financial Regulations were updated as agreed, to comply with recent legilsation.

The re-painting of the Hall foyer, kitchen and toilet areas has been completed. Clerk said that some new Christmas decorations were required. These will be purchased. Cllr Charles will get in touch with the Tiler who will be giving a quote for the tiles in the foyer and kitchen.

Cllr Farr reported on a Planning Coach Trip Tour organised by Winchester City Council. She visited many planning sites including the Old Fire Station in Winchester and developments in Colden Common and Wickham.

5 Parish Councillors, County/District Councillor Humby, Mrs Anne Collins (Clerk), Kirstie Baines (Headteacher) and 7 parishioners were present.

3. THE MINUTES OF THE MEETING HELD ON 9th AUGUST, 2016 WERE READ, CONFIRMED AND SIGNED.

4. MATTERS ARISING:

(a) Drainage at The Sawmills update. The Clerk has been in contact with Playdale (the original installers of the play equipment) and they were unable to supply a drainage engineer who would be able to help. She is now trying other play area specialists. Cllr Smith said that the Village Green is now a lot drier and children are playing on it.

(b) Flooding at Beech Corner and outside of School – Update from CC Humby. CC Humby reported that the ditch has been dug in Stapleford Lane and the ditch reinstated where an illegal lay-by has been used. The pipe under the road will be installed shortly The Clerk said that she has been trying to arrange a Meeting about a Grant which might help towards some of the cost for elderly residents who have spent £15,000 on flood defences to protect their property. CC Humby said that there has been a Meeting with the School to discuss measures which could be taken to prevent flooding in future at the School. Maps show where the flooding occurs and it has been suggested that a holding area be created for water in the memorial garden opposite the School. Drains have been cleared, air bricks have been changed and barriers have been made for doors at the School. Once the Maps have been studied by HCC for various flood prevention methods CC Humby will get back to us with their conclusions. HCC do not wish to put something in place that does not work. Beech Corner and the School are the worse affected areas in Durley, but Parsonage Lane is also another concern as the road floods outside of 1 Hazeldene on a regular basis. This will also be looked at to see if anything can be done.

(c) Fly-tipping in the buffer area at The Sawmills. Clerk sent out a letter to the resident who dumped the rubbish and gave them 7 days to pick it up or the Parish Council will pick it up and send them the bill. The rubbish has been cleared so no further action will be taken by Durley Parish Council.

(d) HCC Parish Lengthsman Scheme. Clerk reported that everything is in place and our Groundsman at The Sawmills is willing to be our Parish Lengthsman. The Clerk has now received the Grant of £2,200 as a Lead Parish for this Scheme. £1,000 will be sent to Upham Parish Council for their Lengthsman to be paid and £200 will be paid to the Clerk for administration costs and then £1,000 will be left for Durley Parish Council to use on our Lengthsman. Clerk has printed Maps of all the footpaths in Durley and Upham and will distribute them to the Lengthsmen, along with a Work Schedule.

(e) Brick wall outside of Priory View has been repaired by WCC.

(f) Fly-tipping in Durley. Clerk has received several reports of fly-tipping in Durley over the past month. 2 on this weekend alone – one in Greenwood Lane completely blocking the road and another in the lay-by in Netherhill. A resident witnessed a vehicle with rubbish on the back and then coming back empty in Greenwood Lane and this has been reported to WCC. However, as she did not actually see them fly-tipping it is likely that nothing will be done. As we do not appear to be able to put up cctv cameras the Clerk suggested just putting up signs stating that we have cctv in operation to try and deter fly-tippers. Councillors agreed that signs should be purchased as it is little cost and will hopefully make potential fly-tippers think twice. CC Humby updated residents and Councillors on the current situation with fly-tipping in the area and what can be done. A resident asked about the replanting of trees in Church Copse. CC Humby will ask the Forestry Commission for an update. Clerk will put into the Parish Magazine how to report fly tipping via the WCC website.

5. COUNTY COUNCILLOR’S REPORT: CC Humby reported on the Consultation which
was held recently on the Waste Disposal Sites in Hampshire. All 24 sites will stay open at the moment, although their hours of opening will be reduced. Most sites will be able to accept commercial waste although it will cost a small amount. CC Humby has held a Meeting with all relevant Authorities to try and produce a Fly Tipping Strategy which will mean that all Authorities will work together to try and resolve this huge problem in Hampshire. CC Humby has attended a Meeting with George Hollingbery MP to discuss with a Minister to get a change in the law to allow the charging of taking waste to the tip. This would then generate funds to keep and improve services.

6. DISTRICT COUNCILLORS’ REPORTS: DC Humby, DC Mclean and DC Miller. DC Humby said that he has now taken on a new role of Income Generation.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN.

Most residents attending were there to discuss the fly-tipping in Durley and flooding which are discussed in other sections of the Minutes.

One resident who lived near the Durley Recreation Ground asked if the hedge behind the Pavilion could be cut back. Peter – our Parish Lengthsman will be asked to do this.

Two residents were concerned about the speed of traffic going down Parsonage Lane. As residents find it difficult to come out of their driveways it was suggested that the Clerk write to the owners of hedges along the right-hand side of Parsonage Lane (as you come from The Sawmills) to ask if they would cut their hedges down so that sightlines are better. Two large mirrors have been placed opposite 1 Hazeldene which deflect lights and the sun which is distracting. This is a Highways issue and Councillors were not sure about the legal side of putting these mirrors up on Highways land. Clerk will investigate.

8. CORRESPONDENCE:

(a) External Audit Report completed and approved.

(b) Insurance for 2016/17 renewal. Clerk read out the quote for the renewal and said that there would be a 5% reduction in fees if we signed up for a further LTC until 2019. Councillors agreed that it would be beneficial to have a further Contract and get the 5% reduction.

(c) Letter from resident regarding slow broadband speeds in Durley. Councillors agreed that broadband speeds in Durley appear to have got slower rather than faster recently. Clerk suggested putting a note in the Parish Council Report asking if residents would e-mail the Parish Council with their broadband speeds so that we could compare various parts of the village and what speeds they achieve, perhaps we could also ask who their provider is as this also might make a difference. Councillors agreed that this would be a useful exercise. Clerk will also ask Glen Peacey if there is any further update on when Durley would be getting a better service. Sometimes there is no internet at all!

(d) Electoral Review of Hampshire: Final Recommendations. It was noted that Durley will still be in the Bishops Waltham Ward.

9. SCHOOL REPORT: Kirstie Baines (Headteacher) reported that the School was flooded again in June and all the carpets, flooring and half the furniture had to be replaced. As reported some flood prevention measures have been taken.

10. NEIGHBOURHOOD WATCH REPORT: Neighbourhood Watch Co-ordinator. Linda Summers has now sold her property and hopes to move shortly. She has asked Sheena Judd and Joyce Simmons if they would like to take the Lead for the Neighbourhood Watch Co-ordinators, neither is interested. However, Linda did say that there is not much activity as most residents now look on the internet for information. Cllr Watts will ask at the next PACT Meeting where we go from here.

11. HIGHWAYS REPORT: Cllr Farr said that many of the pot holes which have been reported have been filled. Lorries are still travelling through Durley with sand/gravel. Cllr Pitter said that some are going to Torbay Farm and should not be travelling through Durley but using the main roads. Clerk will write to the developers and ask them to use the approved routes.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques as agreed.

13. HALL: Toilets have been replaced in the Hall. Re-painting of the foyer, toilets and kitchen will take place shortly. Clerk has received a quote of £650 plus £200 for materials to re-paint the foyer, toilets and kitchen areas. Councillors agreed that this was an acceptable quote and agreed that the Clerk should ask for the work to be carried out. Cllr Smith asked if a video of the Hall could be taken to show what the Hall has to offer. This was agreed.

14. RECREATION GROUND: Cllr Watts reported that the only concern was that the grass cutting is either cut very low or high. Clerk will contact OCS and ask that they cut the grass evenly.

15. PLANNING:

16/01805/FUL. Mr and Mrs Richmond. Proposed demolition of existing garage and erection of new garage and annexe. 2 Majuba Cottages, Manor Road, Durley. Councillors had no objection to this application, but wished to make a comment that the annexe should not be sold as a separate dwelling in the future.

16/01782/FUL. Mr C Page. Change of use from existing stable block to dwelling. Land to the east of Maybank Cottage, Durley Hall Lane, Durley. Councillors agreed that an objection should be made as there is no Planning sign up outside of the property, if approved this application would set a precedent for future development in Durley and there is no justification for an additional dwelling on this size of plot.

Clerk will chase up Enforcement cases which were reported in Durley Hall Lane and Durley Street.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 13th September, 2016 in the Ken Stainer Suite at Durley Memorial Hall. 5 Parish Councillors, County/District Councillor Humby, the Clerk – Mrs Anne Collins and 7 parishioners were present. Kirstie Baines (Headteacher) was also present to give a Report on the School.

Apologies were received from Cllr Charles and Cllr Delmege.

Clerk reported that Playdale are not able to carry out drainage work in The Sawmills play area. Other Play Companies will be approached.

The flooding in Durley is still a major concern and CC Humby has been working with HCC Highways to put in prevention measures. The ditch alongside Stapleford Lane has been dug and a pipe under the main road will be put in shortly. Some residents have put in flood defences into their property and Durley Primary School are also taking additional measures. Flooding in Parsonage Lane is also an ongoing problem and HCC will be asked if there is anything else that could be done in this location.

The fly-tipping in the buffer area in The Sawmills has been removed after a letter was written to the resident who dumped the rubbish stating that if it was not removed within 7 days then the Parish Council would remove it and send them the bill. It is hoped that residents and people travelling through Durley will get the message that we do not wish to see fly-tipping in Durley. There have been many instances of fly-tipping over the past few months and so it was agreed that CCTV signs will be put up in the fly-tipping hot spots in Durley to try and deter any fly-tipping. As fly-tipping is a big problem in Durley at the moment residents are urged to report any tipping they see on the Winchester City Council website via the Fly-tipping Report link.

The Grant has now been obtained for the HCC Parish Lengthsman Scheme so Durley will be able to use this Grant towards keeping some of the footpaths clear.

The brick wall outside of Priory View has now been reinstated after being knocked down. WCC were thanked for their swift response.

Lorries are still travelling through Durley to get to local development sites at Boorley Green and Torbay Farm. The lorry movements will be kept monitored and the Clerk was asked to write to the Torbay Farm developers asking them to use an alternative route rather than going through Durley Street to Sciviers Lane. The main roads would be much more suitable for these larger lorries.

Clerk was asked to write to the landowner. Two large mirrors have been placed on the Highways grass verge and complaints were received that they reflect the sun and car lights. This would be a Highways matter so they will be informed.

The External Audit Report was approved and completed. The Insurance for 2016-17 was approved.

Broadband speeds (or the lack of it) was discussed. Councillors agreed that the broadband in Durley appears to have got worse – the speeds are lower and the internet dips in and out frequently. The Clerk suggested trying to get a picture of the broadband speeds which are achieved in Durley and broadband providers. Councillors agreed that this would be useful information. Any residents who are able to provide the Clerk will their speed and provider via the Parish Council e-mail address are encouraged to do so. Clerk will also write to HCC and get an update of when Durley is going to get the faster broadband.

The Electoral Review of Hampshire was reported and it was noted that Durley will still be in the Bishops Ward.

Kirstie Baines (Headteacher) presented an update on the flooding at the School which happened in June. All of the carpets and flooring has had to be taken up and half of the furniture had to be replaced. More flood prevention measures have also taken place.

Many pot holes which were reported have now been filled in.

The Hall toilets have now been replaced and the quote was agreed for the repainting of the foyer, toilets and kitchen areas.

4. MATTERS ARISING:

(a) Drainage at The Sawmills update. Clerk has written to John Reilly Civil Engineering as suggested, but although they showed an interest they have not sent a quote. It was agreed that the Clerk should try some of the play area installation Companies and see if they would give a quote for the drainage work.

(b) Flooding at Beech Corner and other areas in Durley – Update from CC Humby. The pipe under Durley Brook Road has now got the funding required and an order has been put in to carry out the work. The ditch alongside Stapleford Lane will be reinstated. The ditch work will be carried out during August and letters will go out to those residents who own ditches to request them to maintain the ditches once HCC has cleared and reinstated them. Clerk is making enquiries about a Grant from sse for residents who wish to flood proof their properties in the Beech Corner area.

(c) Distribution of wheely bin signs. Clerk has received more signs and Councillors agreed to distribute these to residents who would like them.

(d) Fly-tipping in the buffer area at The Sawmills. The fly-tipping has not been removed by the resident who dumped it, despite writing to all residents in The Sawmills. Councillors agreed that this should be followed up with a letter to the resident who carried out the fly-tipping. Clerk has received advice from Colin Chamberlain, our Solicitor and he advised that after receiving written statements from the residents who know who was responsible for the fly-tipping a further letter will be sent to the offender requesting that the rubbish be removed within 7 days or we will clear it up and pass the cost onto them. Councillors agreed this action.

5. COUNTY COUNCILLOR’S REPORT: CC Humby reported that he was investigating why the Church Copse Enforcement Notice has been closed on the Enforcement List especially as he nor the Parish Council was informed that the case was closed. A parishioner present also commented that the Forestry Commission Licence expired on 20th June and over 1,000 should have been replanted in the Copse. CC Humby updated Councillors on the flooding issues at Beech Corner and outside of Durley School, along with the measures that are being taken by HCC Highways to protect properties and drain the flood water away. The Contract for the pot hole repairs is being decided and a new machine will enable the work to be carried out more efficiently in the future. The Area Wide Traffic Survey is due to start in September in Durley.

As this was the first Meeting attended by DC Miller he introduced himself to Councillors and informed the Council of his positions at WCC and the main responsibilities he has. Cllr Charles welcomed DC Miller to the Meeting and said that we were looking forward to working with him over the coming months.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN.

Alan Spencer attended the Meeting to ask Councillors if they would give their support to a housing scheme and a school car park at the back of Cupressus, Durley Brook Road. Councillors listened to Mr Spencer’s ideas but were unable to make any comments as this would need to go out for public consultation and also plans would need to be produced by a Planning Agent. In the Local Plan Durley has no housing allocation and therefore any new development would need full public support before being approved. The only other way is for an Exception site as affordable housing. Mr Spencer will need to decide if he wishes to employ an Agent to take this further.

2 residents were present to hear the latest on the fly-tipping and tree re-planting at Church Copse in Greenwood Lane. Any correspondence will be forwarded onto CC Humby so that he is kept informed of issues raised by the residents to various local Authorities.

One resident was present to ask when the hedges were to be cut in The Sawmills. The Clerk explained that we have a new Contractor who took over responsibility late as the previous Contractor did not give any notice. The hedges have also grown very quick this summer. The Contractor has returned from his holiday so the hedges will be cut shortly. The resident also commented that the fire hydrant is covered up at present.

8. CORRESPONDENCE:

(a) Agreement to be signed for the road at The Sawmills. Clerk has received the
Agreement for the Transfer and Deed of Grant from our Solicitor and Cllr Charles and Cllr Watts, along with the Clerk signed the Agreement in the appropriate places. Clerk will return the signed Agreement to our Solicitor.

(b) HCC Parish Lengthsman Scheme. Clerk reported that Upham Parish Council would also like to join the Scheme so it was agreed that Durley would be the Lead Council and a separate Bank Account would be set up so that HCC can transfer the money allocated. Cheques will then be written to the Lengthsman from this Account. Clerk will deal with the setting up. The appointment of the Durley Lengthsman would need to be agreed. Councillors agreed that our Groundsman at The Sawmills should be asked first. Clerk will then set out a schedule for the Lengthsman starting with the footpaths which need attention in the village.

(c) E-mail regarding Botley By-pass. Clerk read out an e-mail from a resident in Wintershill asking if Durley PC would be supporting the Botley By-pass. Clerk confirmed in her response that we are supporting it.

(d) BW proposal for new footpath link. Clerk said that at the recent Botley to BW
Bridleway Project Meeting it was brought up that there is a missing link on the footpath from BW to Curdridge through Cowplain Turf Farm and the Project wanted to know if Durley would support this link and perhaps write to the owners of Cowplain Turf asking if they would consider making a footpath through their Farm. Previous enquiries have failed when the owners were asked. Councillors agreed that after viewing the Map the link was over two Farms and was a large piece of potential footpath and they felt that the road link was adequate. As there have been no complaints from Durley residents or requests for a footpath in this area Councillors agreed that this was unnecessary. Clerk will go back to the Project Meeting with these views.

(e) Letter of thanks from Holy Cross Church for donation. This was noted.

(f) Response from Police regarding request to monitor parking at School. Clerk
read out the response and the Police will monitor the parking when the new School term commences in the Autumn.

(g) Public Consultation on structure of local government in Hampshire. Councillors discussed this in great detail and agreed that after reading through the Options they agreed that Option D would be the better solution for Hampshire. This would mean a County Unitary Authority incorporating HCC and the existing District Councils and Southampton, Portsmouth and IoW remaining as they are at present. Councillors and residents are able to put their own personal views if they wish to the Consultation via the HCC website.

(h) Brick wall repairs outside of Priory View. The wall has been knocked down and reported to WCC. Repairs will be carried out shortly.

(i) Report of mobile homes in wooded area. It has been reported that there are 2
mobile homes in a wooded part of Bells Copse in the wooded area at the end of the footpath which goes through Quob Stables. Clerk will report these for investigation as no planning permission has been approved as far as we are aware.

9. SCHOOL REPORT: Representative for next 6 months. No Report was available as the School is on summer holidays. Councillors thanked Cllr Delmege for attending the School Meetings for the last 6 months and it was agreed that Cllr Farr would attend for the next 6 months starting in September. There are no dates available yet.

10. NEIGHBOURHOOD WATCH REPORT: There was no Report available. Cllr Watts asked who will take over the Neighbourhood Watch Co-ordinator when Linda Summers moves away from the village. Councillors agreed that this needs to be looked at as some of the Co-ordinators for various parts of the village no longer appear to be co-ordinating. When Linda moves perhaps it would be a good time to hold a Meeting and see if there are any other volunteers.

11. HIGHWAYS REPORT: Cllr Farr had nothing to report. Cllr Charles said that he has spoken to the Transport Manager at the new development in Boorley Green and he said that the large lorries should not be travelling through Durley from the development. If anyone can get registration numbers of lorries coming through the village then Cllr Charles will forward the details onto the Transport Manager so that the drivers can be warned not to come through Durley. Cllr Delmege has been finding out more about the various speed signs and he will obtain some prices for the next Meeting.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques.

13. HALL: Hall Management Meeting Report. Cllr Smith said that the Hall Meeting held on Monday 8th August discussed the Hall foyer refurbishment, the deep clean of the toilet areas and the stage and under-stage clearing out. The gravel in the Hall car park will be moved from the edges back to the middle of the car park and some of the Hall charges will be increased by a small amount to cover additional heating costs from 1st January, 2017.

14. RECREATION GROUND: Cllr Watts reported that the gang mowers had cut the grass very short again. A complaint will be put in to OCS. Keys were also found on the Ground and handed in to Cllr Watts.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 9th August, 2016 in the Ken Stainer Suite at Durley Memorial Hall. 5 Parish Councillors, County/District Councillor Humby, District Councillor Miller, the Clerk – Mrs Anne Collins and 4 parishioners were present. Cllr Charles Chaired the Meeting.

Apologies were received from Cllr Pitter, Cllr Burton and DC Mclean.

Clerk wrote to the Company suggested for the drainage work in the Play Area at The Sawmills and they do not wish to carry out the work so Playdale will be approached to see if they have a drainage section within their Company.

CC Humby has been working hard behind the scenes to try and resolve the flooding at Beech Corner. Finance has now been put in place for a pipe under the road at Beech Corner to take the volume of water down Stapleford Lane away from the properties via the ditch which is going to be reinstated by HCC Highways. Landowners will be written to because once the ditch has been reinstated by HCC it will be the landowner’s responsibility to keep it clear. It is hoped that the ditch work will be carried out during August. The flooding at Durley Primary School has also been looked at by HCC Highways to see what action can be taken. CC Humby reported that the brick wall will be reinstated and air vents covered up to try to stop water getting into the School. The brook will also be looked at to make sure that the flow is able to get away downstream.

Cllr Delmege has delivered some of the 30 mph wheely bin stickers, but has not visited all residents in Durley Brook Road yet. Clerk has received more stickers for any resident who would like them. The fly-tipping in the buffer area in The Sawmills has not been removed despite writing to all residents in The Sawmills, so Councillors agreed that a letter will be sent to the offender and ask them direct to remove it within 7 days or the Parish Council will remove it and send them the bill. It is not acceptable that the residents of Durley should pay for the fly-tipping to be removed. The majority of Durley residents keep Durley clean and tidy and take their rubbish to one of the local Waste Management Centres in Bishops Waltham or Fair Oak. We also have a fortnightly bin collection service in Durley for garden waste provided by WCC.

CC Humby updated Councillors on Enforcement Action at Church Copse in Greenwood Lane, flooding actions to be taken in Durley, HCC Contract renewal for pot hole repairs – which should be more efficient in the future as a new machine will be used. The Area Wide Traffic Survey is due to commence in September in Durley and then visit other areas.

DC Miller introduced himself to Councillors and as this was his first Meeting in Durley he informed Councillors of positions he holds at WCC. Cllr Charles welcomed him to Durley and said that we were looking forward to working with him over the coming months.

The Agreement and Deed of Grant was signed at the Meeting for The Sawmills. This is in preparation for the handing over of the highways section of the road, but an Agreement was required to enable Southern Water to access the drainage under the road in the future.

Durley Parish Council has agreed to be a Lead Parish for the HCC Parish Lengthsman Scheme. Upham Parish Council will also join the Scheme. This will mean that both parishes will be allocated a Grant of £1,000 to spend on the maintenance of some of the parish footpaths. The landowner is still responsible for some of the maintenance, and HCC will do some maintenance, but if the footpath becomes blocked or a problem then the Parish Council will be able to clear it. The Groundsman which the Parish Council uses for The Sawmills will be asked if he would be willing to clear the footpaths as and when required.

Councillors agreed a response to the Public Consultation on the structure of local government in Hampshire. After reading through the Options it was agreed that Option D was the best solution. This would mean that there would be a County Unitary Authority incorporating HCC and the existing District Councils. Southampton, Portsmouth and the Isle of Wight would remain as they are at present. If residents wish to give their views then they can complete a Consultation Form on the HCC website.

There appears to be a large amount of lorries going through Durley to and from the new development at Boorley Green. Lorries should not be using the route through Durley and Cllr Charles said that he is happy to report any lorries to the Transport Manager at Boorley Green. Vehicle times, registration numbers etc. would need to be logged so that they can be reported. Any residents seeing lorries of this nature should report them via e-mail to the Parish Council so that they can be reported.

A Hall Management Meeting was held on 8th August and discussions took place on the Hall foyer refurbishment, the deep clean of the toilet areas, the under stage area and the Hall car park. It was also agreed that some of the charges will need to be increased on 1st January, 2017 to cover the additional heating costs.

NOTE FOR PARISH MAGAZINE

Junior Soapbox – Durley Parish Council would like to remind residents that there are 2 dog/rubbish bins in Durley – one at The Sawmills and one in the Recreation Ground Car Park which are emptied each week by WCC. Both are well used by dog walkers. However, some dog walkers are still acting irresponsible and leave their dog poo bags on the sides of the lanes or do not pick up after their dog at all. We do ask that all dog owners pick up after their dog, especially when at the Recreation Ground and other public places. It is not a pleasant task for anyone to have to pick up dog fouling when the owner has been irresponsible. If one of these bins are not near where you walk with your dog then please take your bags home with you and dispose of them in your bin.
