THE MINUTES OF THE MONTHLY PARISH COUNCIL MEETING HELD ON TUESDAY 12th JULY, 2016 IN THE KEN STAINER SUITE AT DURLEY MEMORIAL HALL, DURLEY AT 7.30 p.m.

6 Parish Councillors and the Clerk Mrs Anne Collins were present.

1. APOLOGIES FOR ABSENCE: Apologies were received from CC Humby, DC McLean
and Cllr Pitter.

2. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. There
were no Declarations of Interest declared.

3. THE MINUTES OF THE MEETING HELD ON 14TH JUNE, 2016 WERE READ,
CONFIRMED AND SIGNED.

4. MATTERS ARISING:

(a) Drainage at The Sawmills update. Clerk has written to 3 Companies and one had come back and asked for more information on the location, but has not returned a quote and another one suggested another Company that is closer and perhaps better able to carry out the work involved. Councillors agreed that the Clerk should ask John Reilly Civil Engineering for a quote. Cllr Smith said that the new Contractor is cutting the grass shorter which is helping to dry the ground out.

(b) Flooding at Beech Corner and other areas in Durley – As CC Humby was not able to attend the Meeting the Clerk read out a Report which he had given her. HCC had met after the recent flooding when 3 properties at Beech Corner, the Primary School, the Pumping Station in Heathen Street and many of the roads in Durley were flooded, including Parsonage Lane and Wintershill. HCC have discussed installing a large culvert under Snakemoor Lane from the capital budget. Land owners will be written to in this area explaining their riparian responsibilities and the reinstatement of the historic ditch along Stapleford Lane. The Primary School will also be advised of further flood prevention measures that should be taken to try and prevent any further flooding. Cllr Delmege asked if the Brook by the side of the School could be checked as this flooded and it was agreed that it could be blocked further downstream which would not help the problem. Parsonage Lane also needs a larger culvert under the road to take the volume of water to stop flooding when it rains. Clerk will suggest this to CC Humby, who will keep us informed of any progress.

(c) Update on village website. Cllr Burton reported that he had sent details of the website round to Councillors and other interested parties to check the format and detail. Any amendments have now been made and everyone felt that we were now ready to “go live”. Cllr Charles thanked Cllr Burton for setting up the website. Publicity will be put into the Parish Magazine and on the village noticeboards so that residents will be aware that we now have a new Village website.

(d) Distribution of wheely bin signs. Cllr Delmege has started to give signs to residents along Durley Brook Road who wanted them. As most residents wanted signs it was agreed that another 100 signs will be ordered. Cllr Watts asked if she could have some for Durley Street. It was agreed that any resident who wanted them could have them.

(e) Report on Bridleway Project in BW – Cllr Watts and Clerk reported that they had attended a Meeting this afternoon and although the Project has been going for 10 years it seems that Funding might be a big problem as the cost will be in the region of £1m. The next Meeting is on 20th September.

(f) Briefing at WDAPC on Devolution. The Chairman and Clerk attended the Briefing and said that it does appear that Devolution will be put on hold for the time being, but it was felt that it will happen. Hampshire appears to favour a County Unitary, but are not happy with having a Mayor.

(g) Cllr Charles attended a DMU Councillor Commission which are compiling an investigation into Parish Councillors and their work in conjunction with Leicester University. Cllr Mike Evans is co-ordinating the responses. A similar event will be held with Clerks to Parish Councils. All Councillors present were given a questionnaire.

5. COUNTY COUNCILLOR’S REPORT: CC Humby. No Report was available.

6. DISTRICT COUNCILLORS’ REPORTS: DC Humby, DC Mclean and DC Miller. No Reports available.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. There were
no members of the public present.

8. CORRESPONDENCE:

(a) Fly-tipping in Church Copse, Greenwood Lane. There has been more fly-tipping in Church Copse and the Clerk has received many complaints over the month. CC Humby is discussing with Cllr Weston a way to resolve the issue. Councillors wanted the Clerk to ask CC Humby about installing cameras in various hot spots in the village. We have had large amounts of fly-tipping in Mincingfield Lane, Chancellors Lane and Netherhill recently. We appreciate WCC coming out to pick it up, but this does not solve the problem or catch the offenders.

(b) HALC AGM 22nd October at Hartley Wintney. Cllr Charles and the Clerk will try
and attend.

(c) Botley By Pass Consultation. Councillors agreed that we will write a letter
supporting the Botley By Pass and also support the Eastleigh Ramblers Group
to try and get the infrastructure at the same time for a cycle/footpath/bridleway
incorporated within the plans. This seems the ideal time to put in these
facilities. It was also agreed that as the car park at Botley Station was not big
enough it should be a condition that this was made larger to accommodate the
increase in vehicles needing to park with the new development proposals in the
area.

(d) NJC National Salary Awards for 2016 – 2018. Councillors agreed the increase for the Clerk of 14p per hour rise commencing from 1.4.16.

(e) Agree donation towards Churchyard maintenance for 2016. Cllr Charles proposed that the maintenance donation be the same as last year which was £200. Cllr Watts seconded this proposal. All Councillors present were in agreement.

(f) Fly-tipping in the buffer strip at The Sawmills. Complaints have been received about a resident cutting a tree and then dumping the trimmings in the buffer strip. Clerk has written to all residents in The Sawmills and asked that the person who dumped the rubbish pick it up and dispose of it within the next two weeks. This has upset many residents in the area as they keep this area tidy. Persimmon Homes will be written to asking if the grass could be cut outside of the Thresher Room alongside the road as it has not been cut for a while. Clerk suggested that we could ask our Contractor to cut this section of grass and Persimmon Homes could pay us to do so. Councillors agreed that this should be suggested as it hardly seems worth their while coming out for such a small section of grass.

(g) Cllr Delmege wrote an article on the use of Footpaths. Councillors agreed the content and this will now go into the Parish Magazine.

(h) After complaints from residents the Clerk wrote to Persimmon Homes and asked for the weeds to be sprayed alongside the road again as they were getting worse. Persimmon Homes have responded and said that this will be carried out shortly.

9. SCHOOL REPORT: The School lay-by has been completed, but parents are still
parking in the lay-by when it should just be for “drop off” and they are also parking in the bus stop lay-by. Clerk will ask the Police if they can enforce the parking in the bus stop lay-by as it appears that 3 vehicles park there on a regular basis.

10. NEIGHBOURHOOD WATCH REPORT: PACT Meeting Report – Cllr Watts attended the Meeting and reported that the area covered more parishes now and that Bishops Waltham and Swanmore dominated the Meeting. Everyone was reminded to keep hedges cut so that criminals cannot hide behind them to commit a crime. There is no PCSO in Durley at the moment. There are 6 – 8 cases of fly-tipping being investigated with a view to prosecuting. At the Meeting it was mentioned that CC Humby is able to obtain funds for a speed indicator sign. Clerk will investigate this as a sign in the village which could be moved would be helpful to try and slow traffic down.

11. HIGHWAYS REPORT: Cllr Farr said that she has reported the speed signs in Durley Brook Road which are down. Clerk reported that the Pay Phone sign has been removed. Thanks were given to CC Humby for finally getting the sign removed. Logs which were placed on the road in Durley Street have now been removed. A sink hole has been reported to HCC near to Beech Corner Garage again. This sink has most probably got worse due to the recent flooding. HCC have sectioned the area off to investigate and repair. Cllr Delmege said that there was an increase in HGV lorries going along Durley Brook Road recently to Boorley Green. The situation will be kept monitored and action taken if it becomes a problem.

12. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques.

13. HALL: Hall Management Meeting Report. The Meeting had to be postponed until
August.

14. RECREATION GROUND: Cllr Watts reported that the seat under the trees might need some wood replaced as it is getting old. Cllr Charles offered to look at the seat.

15. PLANNING:

16/01318/FUL. Mr & Mrs Barney. Extensions to bungalow to form additional habitable space and a porch. Works include alterations to external material finishes and fenestration and the formation of pitched roof over existing flat roofed bay windows plus associated alterations. The Bungalow, Gregory Lane, Durley. Councillors had no comments on this application.

16/00967/LDP. Mr B Wedeman. Proposed rear extension (conservatory) to replace existing. The Nook, Kytes Lane, Durley. Councillors could not understand why we have been asked for comments when it is believed that the extension is already being built. Although there is no objection to this proposal we do feel that retrospective Planning Applications are not acceptable.

16/01259/FUL. Mr & Mrs Kaye. Single storey side extension. Glendale, Manor Road, Durley. Councillors had no comments to make on this application.

16/01165/FUL. Mr & Mrs Heys. Proposed replacement conservatory to side of property. Little Mille House, Netherhill, Botley. Councillors had no comments to make on this application.

16/01400/FUL. Conversion of existing agricultural barn to dwelling. Findens Farm, Kytes Lane, Durley. Councillors had no comments to make on this application.

This application will go to Planning Committee on 21st July, 2016. It was agreed that the Parish Council need not ask to speak as we had made our objection in the response from the Parish Council. If Councillors wished to attend the Committee they could do so.

The Boorley Green Consortium – Phase 2 Reserved Matters. Forthcoming Public Exhibition on Thursday 21st July, 2016 at The Macdonald Botley Park Hotel from 2.30 p.m. and 7.00 p.m. There is a dedicated Preview Session from 1.00 p.m. to 2.00 p.m. if Councillors wished to attend earlier.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 12th July, 2016 in the Ken Stainer Suite at Durley Memorial Hall. 6 Parish Councillors and the Clerk – Mrs Anne Collins were present. Cllr Charles Chaired the Meeting.

Apologies were received from Cllr Pitter, CC/DC Humby, DC Mclean and DC Miller.

Clerk has written to three Contractors to obtain a quote for the drainage work in the play area at The Sawmills. One Company showed an interest and another one suggested a Company who might be better able to carry out the work. Clerk will write to them and ask for a quote. Cllr Smith said that the Village Green area is drying out now that the grass is being cut shorter.

Flooding in Durley has been the worst it has ever been in recent years. Beech Corner, Durley Primary School, Heathen Street, Parsonage Lane and Wintershill were the worst affected areas. Many properties were flooded including the School and Pumping Station. Regular flooding at Beech Corner has been a continuous battle over the last 10 years and CC Humby has been working to try and resolve the problem. He has now held Meetings with HCC and a large culvert under Snakemoor Lane is hoped to be installed and historic ditches will be reinstated in that area of Durley. The School will also be offered more advice on measures that could be taken to ease the risk of flooding. Cllr Delmege asked if the Brook could be checked to see if the flow of water is not blocked further down stream. This was carried out some time ago, but the Clerk will ask for a more recent inspection as this could ease the problem a little if it is kept clear. Parsonage Lane also needs a new larger culvert under the road. A request will be put in to CC Humby.

Cllr Burton was thanked for getting the new Village website up and running. After final checks are made it will go live very shortly. Some of the 30 mph new wheely bin stickers have been distributed along Durley Brook Road. Many residents are putting them onto bins. Requests have been made from other residents living in other lanes in Durley so 100 more stickers will be purchased.

CC Humby was not able to attend the Meeting as he had to be at another Meeting, but he sent the Clerk a Report on the recent Flood Management Meeting he had with HCC representatives regarding measures that could be taken to future proof Beech Corner residents and Durley Primary School from flooding. CC Humby will keep us updated with any progress. Councillors were very grateful for CC Humby’s support on this matter as he has visited the area when flooded many times and is aware how much this is affecting residents.

The Chairman and Clerk attended a Devolution Meeting with the WDAPC in Whitely and reported Hampshire’s views to Councillors. Cllr Charles also attended a Meeting for Parish Council Chairmen to discuss the work of Parish Councillors for a study with Leicester University.

Cllr Watts attended the recent PACT Meeting in Bishops Waltham. The Meetings now include more parishes which means that the larger parishes dominate more of the Meeting. Cllr Farr has reported the speed signs which have come down in Durley Brook Road and the Clerk has reported a sink which has caused a large hole outside of Beech Corner Garage. The sink has now been coned off by HCC whilst they investigate. The Pay Phone sign at the end of Church Lane has now finally been removed – with help from CC Humby. Cllr Delmege reported that there appears to be an increase in HGV lorries going through Durley Brook Road recently to Boorley Green. This will be kept monitored.

Fly-tipping in Greenwood Lane and various other areas in Durley is becoming a huge problem. CC Humby, along with Cllr Weston are looking into what can be done. Clerk was asked to write to CC Humby and ask if the cameras purchased by WCC could be used in Durley with a view to prosecuting the offenders. Lorry loads are being dumped in the middle of our lanes and although WCC are quick to come out and pick it all up it is not acceptable.

The HALC AGM is to be held on Saturday 22nd October in Hartney Wintney. The Chairman and Clerk will try and attend.

Councillors discussed the Botley By Pass proposals and agreed with the proposals. However, they also supported the views of the Eastleigh Ramblers’ to provide a footpath/cycleway/bridleway at the same time, as this would be an ideal opportunity to provide such a facility. It was also agreed that additional car parking spaces should be provided at Botley Railway Station as this would get used more with additional development planned for the area.

Complaints have been received from residents at The Sawmills that someone has dumped tree trimmings in the buffer area between the affordable homes and the most recent houses to be built. Clerk has written to all residents in The Sawmills and ask that the trimmings be removed within the next two weeks. All residents keep this area very tidy and take pride in their surroundings and Parish Councillors hope that once the trimmings have been removed this will not happen again.

The Hall Meeting has had to be postponed until August due to Councillor commitments.

1. APOLOGIES FOR ABSENCE: Apologies were received from Cllr Charles, Cllr Delmege, Cllr Farr, DC Miller and DC Mclean.

2. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. Cllr Smith declared an Interest in Item 4(c) as one quote was from her next door neighbour. Cllr Watts also declared an Interest in Item 15 (Application 16/01097/LDC) as this was also a neighbour.

3. THE MINUTES OF THE PREVIOUS MEETING HELD ON 10th MAY, 2016 WERE READ, CONFIRMED AND SIGNED.

4. MATTERS ARISING:

(a) Drainage at The Sawmills update. Cllr Pitter has drawn up a plan for the play area at the Sawmills but has not put in the section to the HCC Highways drain. It was felt that it would be better to drain the play area first and then see how it works before considering the Green area. Councillors agreed that the play area would be drained first, and the Clerk will ask the Contractor to plan for the water to flow into the HCC drain with an HCC approved Contractor actually connecting to the Highways drain in Gregory Lane.

(b) Flooding at Beech Corner – SSE Grant for pipe under road. CC Humby did not have any further information.

(c) Grass cutting and maintenance at The Sawmills. Clerk read out two quotes one from Shawn Read which was £1450 per year and the other from Gary Newton which was £2415. Cllr Smith took no part in the discussion and Councillors agreed to accept the lower quote for a year and then review again next year.

(d) Report on Queen’s 90th Birthday celebrations in Durley. Clerk reported that the celebrations went very well. The weather could not have been better and over 200 residents attended and we have had no bad comments only good ones. A report has been sent to WCC. There was £150 made on the day due to the fact that the ale and cider were donated. It was suggested that this profit be used for an item to commemorate the Queen’s 90th Birthday. The money will be put aside until a suitable suggestion comes forward.

(e) Update on village website. Cllr Burton reported that the website should be up and running by the end of this week and then Councillors will be able to review the layout, content etc. Any revisions can then be made and then we will be able to go live and publicise that the new website is available.

(f) Wheely bin speed signs have arrived. Distribution – Councillors agreed that Durley Brook Road and Durley Street will be the first roads to be offered the stickers. It was agreed that two stickers will be offered to all those who wanted them in these roads. More stickers could be ordered if needed. Cllr Delmege will be asked if he would ask the residents in Durley Brook Road.

(g) Report on Bridleway Project in BW – Cllr Watts and Clerk. The Meeting had been postponed to next month so there was no report.

5. COUNTY COUNCILLOR’S REPORT: CC Humby reported that DC Miller and DC Mclean would be attending Meetings, but most probably alternating with the Bishops Waltham Meetings. DC Miller did attend the Meeting at the Ageas Bowls to hear discussion on the proposed additional development within the EBC plans. CC Humby said that the Area Wide Traffic Survey would commence in the Autumn and Durley would be the first village to be surveyed. CC Humby informed Councillors of a new pot hole repair machine and how it worked. He is still hoping to arrange a Meeting with HCC Highways and local Clerks. At the conclusion of his Report CC Humby updated Councillors on Devolution.

6. DISTRICT COUNCILLORS’ REPORTS: DC Humby, DC Mclean and DC Miller. DC Humby incorporated any District issues within his last Report.

7. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. 4 parishioners were present. One parishioner commented on the new fence which has been erected in Durley Street outside of the Lodge which is not in keeping with the village street scene. Councillors agreed that they have received many comments about this, but there is nothing that can be done. 2 residents were present to listen to the Parish Council’s views on a Planning Application later in the Agenda.

8. CORRESPONDENCE:

(a) Fly-tipping in Netherhill. Reported to WCC and has now all been picked up.

(b) Letter from HALC regarding Hampshire Devolution. Sent via e-mail. This was noted.

(c) E-mail regarding speeding through the village. Clerk read out an e-mail from John Drake who made comments about speeding vehicles through Durley. Councillors noted his views, but at the present time feel that re-newing the stickers on the wheely bins is a positive step. Other traffic calming will be discussed further at a later Meeting, once the impact of the new School drop-off lay-by has been completed.

(d) WCC – May 2016 Parish Connect. Sent via e-mail.

(e) Play Area Inspection Reports – All items were low risk so action will be taken as necessary.

(f) WCC – June 2016 Parish Connect. Sent via e-mail.

(g) Letter regarding recycling clothes bank at Hall. Clerk informed Councillors that the Air Ambulance would no longer be taking the clothes. Councillors agreed that the clothes bank was a very useful service and agreed to use the bin for the Hampshire First Responders.

9. SCHOOL REPORT: School lay-by update. This is still work in progress at the moment.

10. NEIGHBOURHOOD WATCH REPORT: Next PACT Meeting 30.6.16 in Bishops Waltham at 7.00 p.m. to 8.30 p.m. A theft was reported at a property in Durley Brook Road over the last month.

11. HIGHWAYS REPORT: Cllr Farr had no issues to report. Cllr Pitter will take a visit round the village and report any potholes that he sees. Cllr Watts was concerned that the pot hole which has been reported in Durley Street has still not been repaired despite having been marked for 5 weeks. The pay phone sign in Durley Brook Road has still not removed by WCC. Cllr Burton reported that a parishioner had informed him that the road was sinking in Durley Brook Road just past the School as you go towards Denhams Corner. It was felt that this might be when the road was taken up to put in pipework some years ago. Cllr Watts said that logs have been placed on the road outside of Tarrytown. These are dangerous so the Clerk was asked to contact Robin Whiteside to see if they could be removed before there is an accident. Cllr Smith said that the hedge is overgrown alongside the footpath outside of Lower Farm. Clerk will ask Peter to trim it back.

13. HALL: Mircrophone for sound system – this has been purchased and is now working. A new instruction sheet will be made as the old one is not quite correct in places. Cllr Smith said that a Hall Meeting should be arranged. Clerk will arrange a Meeting when Cllr Charles is back from his holiday.

14. RECREATION GROUND: Cllr Watts to report. Guttering outside of Pavilion has been completed. Cllr Watts said that DFC would repair the veranda outside of the Pavilion through the summer months.

Cllr Watts did not take any part in the discussion of this Application. Councillors agreed that they would make no comments on this application.

16/00919/FUL. Mr A Shawyer. Single storey rear extension. Oaktree Lodge, Snakemoor Lane, Durley. Councillors had no objection to this application, but did feel that a comment should be made about the drainage issues in this part of Snakemoor Lane/Durley Brook Road as we would not wish any building work to add to the flooding situation.

16/00940/FUL. Mr and Mrs B Smith. Proposed demolition of existing garage and erection of detached dwelling. Well Cottage, Mincingfield Lane, Durley. Councillors agreed that an objection would be made as this property has had many extensions over recent years and the original site is now over-developed. Durley has no housing allocation and it was felt that if there were to be additional development in Durley residents would like to have a consultation process on where they would like to see additional development and have clear public support via the MTR3 Policy. If this application were allowed then many properties in Durley could do the same as this would set a precedent. The plans do not appear to show the correct garden plans for neighbouring properties, the proposed dwelling is back from the original building line, the proposed balcony will over-look the neighbouring property – especially as neighbouring extensions are single storey. Durley does not have an infill Policy and if this Policy were used then it would set a precedent for other properties.

Cllr Watts and the Clerk were invited to attend a Meeting at Durley School with School representatives and a potential developer and his Agent. Mr Spencer who lives in Durley Brook Road is asking for open market housing on his field at the back of Cupresses along with a School car park. He would like to come along to the August Parish Council Meeting with his proposals and then hear any ideas or comments. Councillors agreed that he could come along to the August Meeting.

Durley Parish Council held its Monthly Parish Council Meeting on Tuesday 14th June, 2016 in the Ken Stainer Suite at Durley Memorial Hall. 4 Parish Councillors, the Clerk – Mrs Anne Collins, County/District Councillor Humby and 4 parishioners were present. In the absence of the Chairman the Vice Chairman Cllr Watts chaired the Meeting.

Apologies were received from Cllr Charles, Cllr Delmege, Cllr Farr, DC Mclean and DC Miller.

Cllr Pitter has drawn up a plan of the Play Area at the Sawmills showing the drainage system proposals. Councillors agreed that the Clerk would obtain quotes to have this area drained and then see how it works before draining the Green area.

Two quotes were received for the grass cutting and maintenance work at The Sawmills. Councillors agreed to ask Shawn Read to carry out the work for the year.

The Queen’s 90th Birthday celebrations in Durley went very well and Councillors were pleased that over 200 residents enjoyed the event. The weather could not have been better and it was great to see young and more senior residents enjoying an afternoon together. Councillors gave their thanks to all those who helped in various capacities to make it all happen and run so smoothly.

Cllr Burton is now almost ready for the new village website to be launched. A few final checks need to be made and then any amendments. Once this has been completed the new website will be launched.

The 30 mph new wheely bin stickers have arrived. These stickers did have an impact on drivers going through Durley on a Friday when the bins were put out and as some of the older ones have now faded new stickers will be offered to those residents along the main road through Durley. If more stickers are required then some more will be purchased. Cllr Delmege will deliver to residents in Durley Brook Road first.

CC/DC Humby gave a Report saying that DC Mclean and DC Miller will be attending Durley Parish Council Meetings, but most probably alternating with Bishops Waltham. CC Humby said that the Area Wide Traffic Survey will be starting in the Autumn and Durley will be the first village to be surveyed. It is hoped that the results of this Survey will help with addressing traffic issues, speeding and traffic calming. HCC have been looking at a new pot hole repair machine which is more effective than what is currently used. At the conclusion of his Report CC Humby updated Councillors on Devolution.

The Hampshire Air Ambulance clothes recycling bin at the Hall will not now be used for this Charity as they no longer wish to have the clothes. However, Councillors agreed that the recycling bin is well used and a facility in Durley that we would like to see stay. The recycling bin will now be used by the Hampshire First Responders. This organisation sends someone out when an ambulance is called to try and help the patient before the ambulance gets there.

Cllr Watts and Cllr Farr will be attending the next PACT Meeting which is on 30th June at 7.00 p.m. in the Jubilee Hall, Bishops Waltham. Any parishioners are welcome to attend this Police Meeting.

Cllr Pitter will check the roads and lanes in Durley for pot holes and report them to HCC. Councillors were concerned that some pot holes have been reported and are marked ready for repair, but have still not beeen repaired after 5 weeks. The pay phone sign at the end of Church Lane, along Durley Brook Road has still not been removed by WCC despite several requests to remove it.

The Hall microphone has now been replaced and is now working. A Hall Meeting will be arranged when Cllr Charles is back from holiday.

Cllr Watts said that the guttering has been replaced on the Pavilion and that the veranda will be repaired during the summer months.

THE MINUTES OF THE ANNUAL GENERAL MEETING OF DURLEY PARISH COUNCIL HELD ON TUESDAY 10th MAY, 2016 IN THE KEN STAINER SUITE AT DURLEY MEMORIAL HALL, DURLEY AT 7.30 p.m.

7 Parish Councillors, District Councillor Mclean, the Clerk (Mrs Anne Collins) and 2 parishioners were present.

1. ELECTION OF OFFICERS:

Chairman – Cllr Pitter proposed Cllr Charles. Cllr Farr seconded this proposal. All Councillors were in agreement and Cllr Charles was duly Elected.
Vice Chairman – Cllr Pitter proposed Cllr Watts. Cllr Delmege seconded this proposal. All Councillors were in agreement and Cllr Watts was duly Elected.
Hall Management Committee Chairman – Cllr Charles proposed Cllr Smith. Cllr Delmege seconded this proposal. All Councillors were in agreement and Cllr Smith was duly Elected.
Hall Management Committee Vice Chairman – Cllr Burton proposed Cllr Pitter. Cllr Farr seconded this proposal. All Councillors were in agreement and Cllr Pitter was duly Elected.
Highways Officer – Cllr Smith proposed Cllr Farr. Cllr Burton seconded this proposal. All Councillors were in agreement and Cllr Farr was duly Elected. Cllr Pitter will also continue to report on-line any pot holes he sees on his inspections around the village.
Footpaths Officer – Cllr Charles proposed Cllr Delmege. Cllr Watts seconded this proposal. All Councillors were in agreement and Cllr Delmege was duly Elected.
Recreation Ground Chairman – Cllr Charles proposed Cllr Watts. Cllr Farr seconded this proposal. All Councillors were in agreement and Cllr Watts was duly Elected.
Transport Representative – Cllr Charles proposed Cllr Pitter. Cllr Burton seconded this proposal. All Councillors were in agreement and Cllr Pitter was duly Elected.

2. Congratulate recently elected District Councillors. Clerk reported that DC Humby was re-elected as our District Councillor, along with DC Miller and DC Mclean. They have all been sent an Agenda for this Meeting and are welcome to attend.

3. APOLOGIES FOR ABSENCE: Apologies were given by CC/DC Humby as he has to be at a Meeting in London to represent HCC. DC Miller and Kirstie Baines also gave their apologies.

4. ANY DECLARATIONS OF INTEREST UNDER THE CODE OF CONDUCT. There were no Declarations of Interest declared.

5. THE MINUTES OF THE PREVIOUS MEETING HELD ON 12th APRIL, 2016 WERE READ, CONFIRMED AND SIGNED.

6. MATTERS ARISING:

(a) Report on Drainage Meeting with CC Humby and HCC Highways. Cllr Charles, Cllr Smith and the Clerk attended the Meeting with HCC Highways officers and CC Humby. It was a productive Meeting and it was felt that the best solution would be to put in land drains across the play area and green and take the water into the two drains along Gregory Lane. We can have a Contractor of our choice do carry out the work, but the actual connection to the drains would have to be carried out by an HCC Approved Contractor. Councillors agreed that Cllr Pitter and the Clerk would draw up a revised Specification to send out to potential Contractors. Clerk will ask Dave Rappini to cut the grass as it is getting long and the Queen’s 90th Birthday Celebrations are being held this Sunday on the Green.

(b) Flooding at Beech Corner – SSE Grant for pipe under road. As CC Humby is not at the Meeting there is no further update.

(c) School lay-by – work to commence on 31.5.16 for 2 weeks. There has been no further update. The School have not informed the residents as HCC are going to do this.

(d) Final preparations for Queen’s 90th Birthday celebrations in Durley. The celebrations have been advertised in the village and preparations are going well. It is hoped that Sunday 15th May will have good weather and that many residents will attend.

(e) Direction sign to the Thresher Room indicating where the Ladybirds Pre-School is, at Durley Memorial Hall. Cllr Burton showed Councillors a design of the sign. Councillors agreed that a sign could be erected in the hall car park at the junction of Parsonage Lane.

(f) Any issues raised at the Annual Parish Assembly which need attention. There was nothing to discuss from the Annual Meeting that is not already on the Agenda.

(g) Update on village website. Cllr Burton prior to this Meeting had sent Councillors a pro-type of what the website would look like. Councillors commented that Cllr Burton has done a brilliant job and there were no amendments. Cllr Burton will hopefully have the website ready in a couple of weeks’ time. Any alterations could be made at a later date if required. Cllr Charles thanked Cllr Burton for all the work he has put into getting the website up and running for the village.

(h) Cllr Charles and the Clerk attended a Southern Parishes Meeting on 9.5.16 and they reported that the new Chief Inspector and Sgt Stuart Gilmore were present to answer questions on policing in Hampshire. Fly tipping was a problem for all the villages represented.

7. COUNTY COUNCILLOR’S REPORT: CC Humby was not present at the Meeting to give a Report.

8. DISTRICT COUNCILLORS’ REPORTS: As this is a new Term of Office and District Councillors have only just been Elected there was a short Report by DC Mclean. DC Mclean asked if reports he sends could go into the Parish magazine. These reports will be sent to Helen Childs for inclusion. DC Mclean then went on to talk about the Bishops Waltham Recycling Centre, the state of the roads, fly tipping and visits by the Mayor for next year. Although Durley and Bishops Waltham have their Parish Council Meetings on the same evening it is hoped that the District Councillors will be able to attend both Meetings as DC Humby has done in the past.

9. PUBLIC PARTICIPATION ITEMS BY INVITATION OF THE CHAIRMAN. There were no members of the public present who wished to raise any issues.

10. CORRESPONDENCE:

(a) Clerk’s Legal Update Training – Tuesday 14th June. Clerk will be attending this Training Event.

(b) Fly-tipping update in Greenwood Lane and further e-mails. Clerk has also reported fly-tipping in Netherhill again. Councillors agreed that when cameras are available we would like to use them to catch the fly-tipping offenders in Durley.

(c) Examination of the WDLP Part 2 – Draft Programme. Sent via e-mail. This was noted.

(d) Clerk informed Councillors that our Highways Officer – Darren Lewis is leaving HCC to join WCC. He will be replaced with a temporary Officer called Kali.

(c) An e-mail response was read out from Corrine Phillips, WCC about painting the double lines at Beech Corner and at the end of Manor Road the same time as the School scheme (their suggestion), her response was “As the layby has not been constructed yet, it is difficult to speculate what effect it will have on the traffic situation at school times and whether additional parking restrictions will be required by the school in conjunction with the layby. So far the County Council, who are commissioning the work have not requested parking restrictions in conjunction with the scheme”. Councillors agreed that as the request for double lines has been going on since 2004 we would ask CC Humby to take this case up. Cllr Watts pointed out that over the Bank Holiday weekend traffic was at a stand-still because cars parking outside of Beech Corner Garage stopped vehicles from flowing smoothly as there was a queue of traffic going to Quob Stables. Residents cannot see coming out of Stapleford Lane and Church Lane is very difficult. Cars are also still parking at the end of Manor Road near the crossroads.

11. SCHOOL REPORT: Kirstie was not able to attend the Meeting but informed the Clerk that the School lay-by is still on schedule to be done at the end of May during half term week.

12. NEIGHBOURHOOD WATCH REPORT: Next PACT Meeting 30.6.16 in Bishops Waltham at 7.00 p.m. to 8.30 p.m. Any parishioners are able to attend. Clerk has put up Notices on the village noticeboards. Clerk reported that PCSO Richard Nolan has now left the Police. We will not be getting a replacement at the moment, but the other PCSO’s will share responsibility for Richard’s duties.

13. HIGHWAYS REPORT: Cllr Farr reported that there is a drainage hole just before the bend at the Hall on the Durley Street side. Cllr Farr has reported this. Report by Cllr Delmege on Speeding Traffic in Durley. Cllr Charles thanked Cllr Delmege for preparing the Report and Councillors agreed that although we have tried in the past to get volunteers for a Community Speedwatch we would try again via the Parish Magazine Report. Clerk said that she has received new wheely bin stickers and wondered if the ones we had some years ago needed replacing. Councillors agreed that the Clerk will find out prices and perhaps some new stickers could be purchased for the residents who would like them, especially those living on the main road through Durley.

14. FINANCIAL TRANSACTIONS: Councillors agreed invoices presented by the Clerk and signed cheques.

(a) Chairman and Clerk agreed and signed the Annual Governance Statement 2015-16 for the Annual Audit Return.

(b) Chairman and Clerk agreed and signed the Accounting Statements for 2015-16 for the Annual Audit Return.

15. HALL: Mircrophone for sound system. Cllr Smith purchased a microphone for the Hall, but it did not work when needed for the Quiz evening at the Hall. It was agreed that Cllr Pitter would purchase another microphone which would be more suitable. The taps have been replaced in kitchen and gents toilets, other maintenance work will be carried out when Cllr Charles is back from holiday.

16. RECREATION GROUND: Cllr Watts reported that DFC have one more game to play for this Season. The guttering will be put up tomorrow with the help of Peter. Clerk said that she had to evict some campers off the Recreation Ground on Sunday 8th May. Pictures were taken and they did leave within one hour as the Clerk requested.

17. PLANNING:

Alterations to main roof to provide additional accommodation including side facing (se) dormer windows and raising of ridge height. Purbeck Cottage, Manor Road, Durley. GRANTED.

Cllr Farr reported a large building structure in the back of a property in Durley Brook Road which has been reported to the Enforcement Officer for investigation.

Response from WCC regarding Enforcement enquiry. Clerk read this out.

Report on Meeting with potential applicant for planning application in Durley. (26.4.16). General information was given to the applicant, but it was made clear that the Parish Council are not in a position to make a decision. Cllr Charles did explain to the potential applicant that Durley has no housing allocation in the Winchester Local Plan at the moment.
